Navigating Troubled Waters: CDO Dads Seek Legal Solutions for Water Supply Woes

Cagayan de Oro City, the bustling urban center known as the "City of Golden Friendship," is now faced with a pressing issue that strikes the heart of every home - water supply issues. Recently, the local government has found itself on the verge of invoking its police power and contemplating legal remedies to address the problem. This move is led by Second District Councilor Edgar Cabanlas, who has taken up the baton to protect the consumers of the city government-run Cagayan de Oro Water District (COWD) and its third-party bulk water supplier, the Cagayan de Oro Bulk Water Incorporated (COBI). 

In a statement released on Tuesday, Cabanlas declared, "We may enforce expropriation on this matter, initiated by our local government, so we can assume control in its operations." This statement is not only an indication of the government's intent but also a testament to their commitment to protect the people’s right to clean and reliable water.


Over the past weekend, an unease about the city's water supply reemerged when an interruption of service in several communities took about 72 hours. A "notice of disconnection" from COBI to COWD was received by the Office of the City Mayor on March 1, showing an outstanding balance of PHP426.8 million. This incident has not only reignited the water supply concern but has also raised questions about the financial management of these water entities.


To probe the unforeseen delay of water interruption in some villages, a technical working group was established, led by none other than Councilor Cabanlas. Mayor Rolando Uy appointed him to lead the investigation, demonstrating the gravity of the situation and the need for a thorough review of the circumstances leading to the extended water service interruption.


As the unpaid debts of COWD remain unsettled, another legal remedy has been proposed by Second District Councilor James Judith - a temporary restraining order. Such an order would allow the continuation of water services to consumers while the financial issues are resolved. This proposal indicates the government's inclination to use legal avenues to safeguard consumer rights and uphold public service.


Public anger over the delayed repairs undertaken by COBI is palpable, but the ire of city residents was further fuelled by a perceived lack of communication about the extent of the problem. Mayor Uy expressed this sentiment, saying, "We were told about the repairs, and we’re used to expecting that it was a minor problem." This lack of transparency has significantly contributed to the public's growing frustration and mistrust.


The root of the problem lies in the relocation of isolation valves, which were affected by the ongoing flood control project of the Department of Public Works and Highways. This relocation has not only disrupted the water supply but also impacted the lives of citizens in at least 26 villages.


During the water interruption, Mayor Uy ordered the deployment of water tankers and instructed the City Disaster Risk Reduction Management Department and the Bureau of Fire Protection station to deploy additional tankers. This immediate response signified the local government's commitment to mitigating the adverse effects of the water supply interruption on its citizens.


The City of Golden Friendship now stands at a crossroads. How it chooses to address this issue will speak volumes about its commitment to its citizens and their right to clean, reliable water. With the city government's willingness to consider legal remedies and even expropriate the operations of the water entities, it is evident that they are ready to take drastic measures if necessary.

Empowering Shield: Celebrating the Feats of NorMin's Lady Officers

In Cagayan De Oro City, the Police Regional Office in Northern Mindanao (PRO-10) recently held an event that shone the spotlight on the bravery and dedication of their women officers. In line with the celebration of National Women's Month this March, the PRO-10 recognized 13 female achievers in their ranks, each epitomizing the spirit of excellence in their respective fields.



The first of these esteemed awards, the Medalya ng Kadakilaan (Medal of Excellence), was awarded to Corporals Cheryl Jacob and Cherry Ann Litub. This prestigious accolade represents their steadfast commitment to maintaining law and order, and their tireless efforts to serve and protect their respective communities.



Further awards were given to those displaying outstanding skills. The Medalya ng Kasanayan (Medal of Skills) was bestowed upon Major Maricris Neri, Captain Maritel Ocon, and Lieutenant Nera Cabrera, symbolizing their exceptional abilities and dedication to their roles within the police force.



The Medalya ng Papuri (Medal of Commendation) was awarded to six exemplary officers: Colonel Michelle Arban, Lt. Col. Estela Chavez, Major Jiselle Ester Lou Longakit, Captain Emilita Simon, Lieutenant Ruby Jimenez, and Chief Master Sergeant Ritzell Labadan. This award is a testament to the commendable performance of these officers in their duties, demonstrating the valuable role of women in law enforcement.


The final award, the Medalya ng Ugnayang Pampulisya (Police Relations), was given to Chief Master Sergeant Julie Ann Won and Staff Sgt. Michelle Apao. This recognition underlines their efforts towards fostering positive relations within the police force and the community they serve, an often overlooked but crucial aspect of police work.



The event was graced by the presence of a special guest, Gilda Go, governor of Rotary International District 3870. She highlighted the evolving role of women in society, emphasizing their capacity not only within the confines of their homes but across the entire nation.



Through her inspiring speech, Go affirmed her commitment to amplifying the voices of women, breaking down barriers, and championing gender equality in all its forms. Her words resonated with the audience, affirming the importance of women's contributions in all sectors of society.



In addition to the awards ceremony, Brig. Gen. Ricardo Layug Jr., the PRO-10 director, shared updates on their ongoing operations. From Feb. 22 to 28, an estimated PHP1.8 million worth of illegal drugs were seized from 80 operations in the region. The operations resulted in the arrest of 84 individuals and the confiscation of approximately 272.891 grams of shabu and 2.54 grams of marijuana.



On the front of anti-illegal gambling, PRO-10 police stations conducted nine operations, resulting in the apprehension of 17 individuals and the confiscation of PHP2,945 worth of illegal gambling items. This shows the unwavering determination of the police force in ensuring the safety and security of the region.


In terms of neutralizing wanted persons, PRO10 also apprehended a total of 81 wanted individuals. Additionally, under the campaign against loose firearms dubbed "Kontra Boga," PRO10 conducted 52 operations that led to the arrest of 15 individuals and seizure of 38 small arms and two light weapons. These efforts further demonstrate PRO10's commitment to maintaining peace and order in their jurisdiction.

On February 26, the city once again took center stage as the Bureau of Internal Revenue (BIR) launched its 2024 tax campaign. This event is more than a notation in the annual calendar of the BIR. In his message conveyed through City Administrator Roy Hilario Raagas, Mayor Uy articulated the importance of taxation as a driving force behind the city's development. Mayor Uy expressed his gratitude to the Revenue District Officer (RDO) No. 98 for organizing this significant campaign. His acknowledgement extends to the leadership of RDO 98 and Revenue Region 16 for their relentless efforts in revenue generation. Their contribution not only empowers Cagayan de Oro but also the neighboring local government units.
