Anchors of the Future: Philippine Navy’s Bold ₱70-B Dream in Misamis Oriental

A Vision Set Sail

**LOOK | Philippine Navy Conducts Site Visit for Proposed ₱70-B Naval Facility in Misamis Oriental** — a headline that speaks not just of a visit, but of a monumental shift in the country’s maritime defense strategy. Under clear skies and with the crisp scent of sea air, Vice Admiral Jose Ma. Ambrosio Ezpeleta led a high-level delegation to the PHIVIDEC Industrial Authority (PHIVIDEC IA), their eyes fixed on the estate’s deep coastal waters and boundless potential.
The site inspection was not merely a formality; it was the beginning of a story that could redefine the region. With its strategic position in Northern Mindanao, PHIVIDEC offers a rare blend of accessibility, security, and expansion potential. Vice Admiral Ezpeleta highlighted that the planned base would serve as a future hub for repairs and operations of capital ships—an anchor of strength in an ever-changing maritime landscape.
Building Tomorrow, One Phase at a Time

Commander Amado Sanglay shared that Phase 1, scheduled for 2026, will focus on meticulous design and environmental planning. This is no ordinary construction—it is a ₱70-billion endeavor blending precision engineering with long-term naval readiness. Plans include a cutting-edge shipyard, a powerful shiplift, and an expansive operational zone capable of accommodating 10 to 12 capital ships.
Completion is projected within 7–8 years, and though the road ahead is long, the vision is crystal clear: the Philippine Navy will stand stronger in the south, guarding the nation’s waters with enhanced reach and capability. PHIVIDEC IA officials have expressed firm support, seeing this as not just a military milestone, but also an economic catalyst for the region.

This proposed naval facility in Misamis Oriental is more than steel and concrete—it is an investment in national security, regional growth, and the Philippines’ future presence in maritime affairs. As the tides of history roll in, Northern Mindanao may soon rise as a bastion of strength and opportunity.

Bridging Horizons: A Benchmarking Initiative Towards Sustainable Development

COURTESY: PHIVIDEC Industrial Authority

In today’s rapidly evolving economic landscape, the pursuit of effective strategies for growth and development is paramount. This imperative has prompted the PHIVIDEC Industrial Authority (PHIVIDEC-IA) to engage in a benchmarking activity with the Subic Bay Metropolitan Authority (SBMA). Conducted on May 28, 2025, this initiative serves as a strategic endeavor to glean insights into successful tourism and commercial development practices. Through this collaboration, PHIVIDEC-IA aims to refine its operational strategies while enhancing the overall economic landscape of the region.
A Collaborative Endeavor: The Benchmarking Activity

The benchmarking activity commenced with a warm welcome from SBMA Chairman and Administrator, Engr. Eduardo Jose L. Aliño, alongside key officers. This initial reception laid the foundation for fruitful discussions between PHIVIDEC-IA delegates and their SBMA counterparts. Led by Administrator/CEO Atty. Joseph Donato J. Bernedo, the PHIVIDEC-IA Board of Directors, including notable figures such as Atty. Eduardo Q. Almirante Jr., MGen. Wilbur C. Mamawag (Ret), Engr. Chrysler B. Acebu, and Dir. Hoomer A. Monroyo, engaged in a comprehensive dialogue focused on several critical areas.
During the visit, the focus primarily centered on infrastructure development, investment promotion, and regulatory frameworks. Such discussions are vital, as they provide a platform for sharing best practices that can lead to enhanced operational efficiencies. By understanding the successful strategies employed by SBMA, PHIVIDEC-IA can identify opportunities for improvement in its own operations. The exchange of ideas not only fosters mutual growth but also strengthens the collaborative spirit among government agencies, ultimately benefitting the stakeholders and communities they serve.
Insights Gained: Key Areas of Focus

One of the notable aspects of the benchmarking activity was the emphasis on infrastructure development. The importance of robust infrastructure cannot be overstated; it serves as the backbone of any thriving economy. Through insights gained from SBMA, PHIVIDEC-IA delegates were able to explore various zoning and infrastructure development strategies that comply with existing standards. This exploration is crucial for enhancing the attractiveness of industrial zones to potential investors and businesses.

Moreover, the discussions highlighted the significance of investment promotion strategies in driving economic growth. By learning from SBMA's successful practices, PHIVIDEC-IA aims to refine its own investment frameworks, ensuring that they align with best practices while catering to the unique needs of its stakeholders. This alignment is essential for creating a conducive environment for investments, thereby fostering sustainable economic development.
Furthermore, the regulatory frameworks presented during the discussions provided valuable perspectives on compliance and governance. Understanding the intricacies of these frameworks is essential for PHIVIDEC-IA as it seeks to refine its own policies and regulations. By adopting effective regulatory practices, the authority can streamline processes, reduce bureaucratic hurdles, and ultimately enhance the experience for investors and businesses operating within its jurisdiction.
A Commitment to Continuous Improvement

The benchmarking activity between PHIVIDEC-IA and SBMA is a testament to the commitment of both organizations to continuous improvement and collaboration. By engaging in such initiatives, PHIVIDEC-IA demonstrates its dedication to enhancing operational efficiency and driving economic growth. The insights gained from this activity will undoubtedly play a pivotal role in shaping the future of PHIVIDEC-IA's operations.
As PHIVIDEC-IA looks forward to future collaborations with the SBMA, it is essential to recognize the value of such partnerships in fostering regional development. The exchange of knowledge, experiences, and best practices serves as a catalyst for growth, enabling both authorities to better serve their respective stakeholders and communities.
In closing, we extend our heartfelt gratitude to the SBMA management for their warm welcome and insightful discussions. Together, we can bridge horizons and pave the way for a more prosperous future, ensuring that our regions not only thrive but flourish in the face of global challenges.
