In the heart of Agusan del Norte, a significant stride towards resilience and safety has been made. BUTUAN CITY (PIA) โ The city government of Cabadbaran, in a commendable initiative, has taken a definitive step to safeguard its citizens from the recurring menace of floods. This proactive measure saw the relocation of 71 families from the perilously flood-prone riverbanks of Cabadbaran River to a safer haven in Barangay Comagascas, Cabadbaran City. These families, previously victims to the relentless floods during adverse weather conditions, found themselves frequently seeking refuge in evacuation centers, a temporary solution to a persistent threat.
The relocation to a resettlement village marks a monumental shift from uncertainty to stability. Not only does this transition promise a life away from the imminent danger of floods, but it also signifies the government's commitment to the well-being of its citizens. The initiative, funded by the National Housing Authority (NHA) in collaboration with the Department of Human Settlement and Urban Development (DHSUD), embodies a comprehensive approach to disaster management, prioritizing the safety and security of vulnerable communities.
The resettlement project, envisioned at a grand scale of P25 million, is a testament to the concerted efforts of national and local government agencies towards sustainable urban development. Each housing unit within the village, valued at P350,000, is equipped with essential amenities such as electricity and water connections. This thoughtful consideration ensures that the transition for these families is not just to any home, but to one that offers comfort and a semblance of normalcy. Moreover, the financial model designed for the homeowners is both empathetic and practical. With a minimal monthly payment of P1,500 for 25 years, the project is accessible to those it seeks to serve, ensuring that the beneficiaries can sustainably maintain their new homes.
This initiative is underpinned by a set of guidelines aimed at preserving the integrity and purpose of the resettlement village. Among these, the restriction against the sale of the units by the beneficiaries underscores the projectโs long-term vision. It ensures that the homes serve their intended purpose as a bulwark against the vulnerabilities faced by these communities.
The leadership and vision of key figures such as Cabadbaran City Mayor Judy Chin Amante, Governor Ma. Angelica Rosedell M. Amante, and Agusan del Norte 2nd District Congressional Representative Dale B. Corvera have been instrumental in the materialization of this project. Their collaborative efforts have not only facilitated the procurement of the land but also laid the groundwork for a community that embodies hope and resilience.
The sentiment of gratitude and relief among the beneficiaries is palpable. Fedelina Batulan, president of the newly formed homeownersโ association, encapsulates this sentiment perfectly, heralding a future free from the fear of displacement. The collective sigh of relief is a powerful testament to the transformative impact of the project, promising a life of dignity and safety for the residents.
This project stands as a beacon of proactive disaster management and community resilience. The foresight in addressing the root causes of vulnerability, coupled with the implementation of sustainable housing solutions, sets a precedent for similar initiatives across the Philippines. The emphasis on community involvement and the call for mutual support among the residents by Gov. Amante is a crucial aspect of ensuring the success and longevity of the resettlement village.
As Rep. Corvera looks forward to more projects that aim to uplift the lives of Agusanons, the resettlement village in Cabadbaran City remains a shining example of what can be achieved when government and communities come together. It's a harbinger of hope, not just for the immediate beneficiaries, but for all those who are in search of a safe harbor against the storms of life.
