Hey there, friends! Let’s chat about something truly inspiring that just went down in Cagayan de Oro. On March 30, the city government, led by the incredible City Mayor Rolando ‘Klarex’ Uy, threw a graduation bash for 64 amazing women at the Cagayan de Oro City Jail Female Dormitory. Yup, you heard that right! These female persons deprived of liberty (PDLs) didn’t let their circumstances define them. Instead, they rolled up their sleeves and completed their junior high school and Alternative Learning System (ALS) non-formal education program. Talk about breaking barriers!

Now, let’s dive into what happened at this heartwarming ceremony. A total of 44 graduates from the ALS program and 20 junior high school completers from Lumbia National High School strutted their stuff in caps and gowns, radiating pride and joy. Under the guidance of the Department of Education-Cagayan de Oro City Division, led by City Schools Division Superintendent Dr. Angelo E. Gazo, this basic literacy program is all about giving these women the tools they need to enhance their lives. And the best part? With functional literacy and skills in their arsenal, they can now take strides toward becoming productive members of society!

A Day to Remember: Guests Who Made It Special

But wait, there’s more! The celebration wouldn’t be complete without some special guests. The event welcomed Bureau of Jail Management and Penology Regional Director JCSupt Felixberto S. Jagorin Sr., as well as City Councilor Moreno Y. Daba, who chairs the Committee on Education. Their presence added an extra touch of significance to the day. Plus, Dr. Jestoni P. Babia, president of City College of Cagayan de Oro, delivered an empowering speech that left everyone inspired.

This graduation isn’t just a formality; it’s a testament to the hard work and determination of these women. With the support of the Cagayan de Oro City Jail, headed by City Jail Warden JSInsp Mary Rose Pacana, these ladies are ready to conquer the world outside those walls. So, let’s raise a toast to their achievements and the bright futures that await them! Here’s to resilience, empowerment, and the power of education!

In the dynamic landscape of educational reform, the quality of teacher training remains a cornerstone for national development. Recognizing this imperative, The City College of Cagayan de Oro, under the leadership of Dr. Jestoni P. Babia, convened a significant public hearing on Monday, April 28. Hosted in one of the city's distinguished hotels, this forum sought to reimagine the Pre-Service Teacher Education Curriculum in alignment with contemporary educational demands and legislative mandates. This pivotal event, orchestrated by the Teacher Education Council (TEC), marked a fundamental step towards refining the framework that shapes future educators in the Philippines.

The Significance of Curriculum Reframing in Teacher Education

Curriculum reframing is not merely an academic exercise; it is a strategic response to evolving educational needs and legislative reforms. The hearing on Monday highlighted the necessity to revisit and revise the Pre-Service Teacher Education Curriculum to ensure congruence with Republic Act No. 11713, also known as the ‘Excellence in Teacher Education Act’. This legislation serves as the foundation for enhancing teacher quality nationwide and demands active collaboration among key educational stakeholders.

Moreover, reframing the curriculum enhances coherence between theoretical knowledge and practical application. One challenge TEC faces is bridging the gap between what students learn during training and what schools actually need, especially those struggling to meet education standards, as TEC executive director Dr. Jennie V. Jocson astutely noted. Thus, the reframing effort is designed to render curricula more responsive, holistic, and oriented towards real classroom realities. It ensures that teacher candidates gain competencies aligned with both contemporary pedagogical theories and the practicalities of Filipino educational environments.

The Collaborative Framework and Institutional Participation

The hearing underscored the collective nature of educational reform. Participating in the forum were distinguished representatives from various bodies, including the Research Institute for Teacher Quality (RITQ), the Commission on Higher Education (CHED), the Technical Panel for Teacher Education (TPTE), and, of course, The City College of Cagayan de Oro. Each institution brought unique perspectives and expertise, contributing to a multifaceted dialogue.

Importantly, the involvement of multiple government agencies illustrates the comprehensive approach required to tackle systemic challenges. To address these gaps, TEC and its partner agencies like the Department of Education (DepEd), CHED, Technical Education Skills and Development Authority (TESDA), and Philippine Regulation Commission (PRC) aim to finalize a roadmap for teacher education alongside the new reframed curriculum. This roadmap seeks to synchronize policy directives, curriculum standards, teacher competency benchmarks, and licensure examinations. Such synergy is anticipated to bolster the caliber of Filipino educators and, by extension, student learning outcomes.

Core Objectives and Key Outcomes of the Public Hearing

Monday’s session was meticulously structured around three pivotal points: the purpose of curriculum reframing, the objectives of consolidation, and the presentation of the proposed Curriculum Implementation Design. First, the purpose centered on identifying the gaps and latent needs within existing teacher education frameworks. Revising the curriculum is intended to align teacher preparation programs with the dynamic requirements of 21st-century education, including integration of digital pedagogy, inclusive education strategies, and competency-based assessments.

Second, the objectives of consolidation aimed to harmonize various curriculum models and standards, reducing redundancies and enhancing clarity in teacher education pathways. Consolidation also involves unifying course content, teaching methodologies, and evaluation mechanisms to facilitate uniformity and quality assurance across institutions.

Lastly, the presentation of the proposed Curriculum Implementation Design introduced a pragmatic framework intended for enactment in academic institutions. This design emphasized modular flexibility, adoption of innovative teaching technologies, and continuous professional development avenues for teacher candidates. It also integrates mechanisms for regular review and feedback to ensure the curriculum remains adaptive to emerging educational challenges.

Vision Forward – Dialogue and Leadership in Teacher Education Reform

Concluding the impactful event was an open forum expertly facilitated by Prof. Rey B. Ducay, Prof. Ivan Ray G. Ancero, and Dr. Babia, President of The City College and TEC President for Mindanao. This interactive discussion allowed stakeholders to raise queries, suggest improvements, and deliberate on practical aspects of curriculum implementation.

The forum reflected a shared vision for transforming teacher education into a more dynamic, relevant, and impactful enterprise. Such leadership and collaboration at local and national levels are indispensable in navigating the complexities of education reform. Ultimately, initiatives like this herald a brighter future for the Philippines’ education system. By effectively integrating legislative mandates, academic innovation, and multi-agency cooperation, the reframing of the pre-service teacher curriculum symbolizes a decisive stride towards excellence in teacher preparation.

The City College of Cagayan de Oro headed by Dr. Jestoni P. Babia held on Monday (Apr. 28) a public hearing that stands as a landmark effort in the continuous pursuit of elevating teacher education. The collaborative and comprehensive nature of the hearing, driven by the Teacher Education Council and supported by key institutions such as RITQ, CHED, DepEd, TESDA, and PRC, demonstrates an unwavering commitment to shaping educators who are not only competent but also equipped to champion quality education across the nation. As the Philippines advances in this endeavor, the lessons and strategies discussed in this forum will undoubtedly resound through the corridors of educational institutions for years to come.
