Introduction to a Transformative Initiative

In a commendable move towards the rehabilitation and reintegration of Persons Deprived of Liberty (PDLs), the Iligan City Jail–Male Dormitory (ICJMD), in collaboration with the Mindanao State University–Iligan Institute of Technology (MSU-IIT), has launched a welding skills training program. This innovative initiative, part of the broader “Behind the Bars” Program, aims to equip PDLs with valuable skills that can significantly alter their life trajectories. As of November 2023, a cohort of twenty individuals actively participates in this program, with aspirations of obtaining the National Certificate II (NC II) certification upon their release.

The partnership between ICJMD and MSU-IIT strengthens the commitment to rehabilitate PDLs through meaningful vocational training. Faculty members from MSU-IIT’s esteemed Department of Technology Education facilitate the program, ensuring that participants receive high-quality instruction. The welding skills training program not only addresses the immediate educational needs of the PDLs but also fosters a sense of hope and purpose, crucial for successful reintegration into society.

Expanding Opportunities and Recognizing Contributions

Since its inception, the “Behind the Bars” Program has delivered a comprehensive range of skills training opportunities, encompassing areas such as painting, visual arts, computer literacy, English proficiency, and basic house wiring. To date, more than 300 PDLs have benefitted from these diverse programs, illustrating the expansive reach and positive impact of this initiative. Notably, in recognition of its invaluable contributions, MSU-IIT was honored as one of the Best Community Partners by the Bureau of Jail Management and Penology (BJMP) during the agency’s 34th Anniversary celebration in July 2025.

Jail Chief Inspector Carmelo A. Corsame, the ICJMD Warden, articulated the overarching goals of the welding program, stating, “This welding program marks another milestone in our journey toward meaningful rehabilitation. With MSU-IIT as our steadfast partner, we remain committed to nurturing hope and providing our PDL with the skills they need to start anew.” Such partnerships reflect a growing recognition of the importance of education and vocational training as integral components of a holistic rehabilitation framework.

The welding skills training program represents not just an educational opportunity but a crucial step toward empowering PDLs to rebuild their lives. As participants learn and refine their skills, they gain confidence and a higher likelihood of successful reintegration. Ultimately, this initiative exemplifies how collaborative efforts in education and rehabilitation can forge brighter futures for individuals seeking a second chance.

Sailing into the Future: How MSU-IIT's New Boat is Poised to Revolutionize Marine Research

COURTESY: Silahis

Ahoy, fellow adventurers and marine enthusiasts! Have you ever dreamt of setting sail on a grand expedition, exploring the vast blue beyond, and contributing to ground-breaking research? Well, buckle up, because Mindanao State University-Iligan Institute of Technology (MSU-IIT) is about to make those dreams a reality. 𝗗𝗜𝗗 𝗬𝗢𝗨 𝗞𝗡𝗢𝗪? You might get a chance to go on a trip to Palawan aboard MSU-IIT’s new boat! Yes, you heard that right! Let’s dive into the details of this exciting development.

To kick things off, MSU-IIT is joining the ranks of the National Academic Research Fleet (NARFleet), a visionary initiative led by the University of the Philippines-Marine Science Institute (UP-MSI). This collaboration with other state universities is designed to empower the country's marine scientists by providing them with the tools they need to lead expeditions and develop science-based management of marine resources.

NARFleet is like the "Infinity War" of marine research initiatives — but even more ambitious! It involves five state-of-the-art research vessels, each dedicated to one of the three major regions of the Philippines: Luzon, Visayas, and Mindanao. Here’s where it gets interesting: one of these vessels will be co-managed by MSU-IIT and is aptly named F/V 𝘒𝘢𝘭𝘪𝘭𝘪𝘯𝘵𝘢𝘥, meaning "Peace" in Meranaw. This boat is not just a vessel; it’s a beacon of hope for sustainable marine resource management.

So, what does this mean for MSU-IIT and its students? Imagine this: you’re on a boat, surrounded by the pristine waters of the Philippines, conducting research that could potentially reshape our understanding of marine ecosystems. The F/V 𝘒𝘢𝘭𝘪𝘭𝘪𝘯𝘵𝘢𝘥, after undergoing necessary refurbishments and retrofitting, is expected to set sail as early as April or May next year. Once operational, it will carry around 20 scientists per voyage, offering a unique, hands-on experience for those involved. Vice Chancellor for Research and Enterprise Prof. Ephrime B. Metillo highlights that over 80% of the Philippines is marine waters. Hence, it’s crucial to focus on sustainable development to harness these resources effectively.

This initiative is a game-changer for students, especially those in Engineering and Marine Science. It presents an incredible opportunity for adventure-packed internships and fieldworks. Picture yourself jet-skiing in the West Philippine Sea — no longer just a campaign promise, but a thrilling reality!

The collaboration within NARFleet is a testament to the power of unity and shared goals. The potential value generated from sustainable marine resource management could significantly impact the national economy, possibly settling our national debt! With MSU-IIT at the forefront, the university is poised to become a leading force in marine research and conservation efforts.

The benefits extend beyond the academic realm. This initiative promises to foster greater awareness and understanding of the Philippines' rich marine biodiversity, encouraging students and researchers to actively participate in conservation efforts. The establishment of the memorandum of agreement (MOA) between institutions is a stepping stone towards a more sustainable future.

The horizon is bright for MSU-IIT and its aspiring marine scientists. The opportunity to explore the azure depths and contribute to meaningful research is not just a dream but an impending reality. As the F/V 𝘒𝘢𝘭𝘪𝘭𝘪𝘯𝘵𝘢𝘥 prepares to set sail, it brings with it the promise of discovery, innovation, and above all, peace.

So, are you ready to embark on this extraordinary journey? Whether you’re a student, a researcher, or simply a lover of the sea, now is the time to get involved. The ocean is calling, and with MSU-IIT’s new boat, the adventure of a lifetime awaits.
