The proposal, which aims to upgrade, expand, operate, and maintain the Laguindingan International Airport, has been accepted in accordance with the provisions of Republic Act No. 11966, also known as the Public-Private Partnership Code of the Philippines (PPP Code).

The DOTr and the Civil Aviation Authority of the Philippines (CAAP) have also expressed their intention to open the submission of comparative proposals from private entities.
