Building Bridges Across Borders

Misamis Occidental is poised for a remarkable leap forward in development, thanks to a bold vision from its governor, **Henry S. Oaminal**. Recently, the province found itself in the spotlight as the governor extended a heartfelt invitation to Qatari investors, encouraging them to explore significant opportunities in Northern Mindanao’s transportation sector — particularly the revival of the **Mindanao Railway Project (MRP)**. This initiative is not merely about building tracks and stations; it’s about laying down the foundations for long-term economic growth, stronger bilateral ties, and sustainable regional development.  

To strengthen these opportunities, Gov. Oaminal traveled to Doha as part of a dynamic business delegation organized by the *Philippine Chamber of Commerce and Industry (PCCI)* and the *Mindanao Development Authority (MinDA)*, with backing from the *Philippine Embassy in Qatar*. During this visit, the group met with influential institutions such as the *Qatar Chamber*, *Qatar Investment Authority (QIA)*, and *Qatari Diar*. Through these discussions, the governor highlighted how Northern Mindanao’s evolving infrastructure, tourism potential, and agricultural resources present untapped possibilities for global investors seeking meaningful ventures.  

Rails, Resorts, and Rural Riches

The revival of the MRP has captured Qatari interest, especially among stakeholders keen on railway financing. Gov. Oaminal shared promising news of potential investor visits to Mindanao, noting that transportation will serve as a catalyst for attracting more international attention. Yet, the vision goes beyond trains — it encompasses agriculture, coastal tourism, dairy farming, and mountain destinations, all aimed at creating a diversified and resilient economy.

In fact, food security and dairy development were emphasized as key collaboration points. Mindanao’s dairy sector holds substantial opportunities for foreign partners, offering quality production that can support both local communities and global markets. This optimism is shared by PCCI Consul **Enunina Mangio**, who confirmed that **JTA International Investment Holding** will be committing a monumental **$2 billion** investment in the Philippines. This funding will not only support railway projects in Davao and Cebu but also channel resources into hotels, resorts, renewable energy, manpower training, and infrastructure financing. The governor envisions these ventures as more than mere commercial deals — they are partnerships designed to uplift communities, foster inclusive growth, and place Misamis Occidental firmly on the map of global progress.  


The railway revival is more than steel and wheels — it’s a symbol of connection. By opening doors to Qatari investment, Misamis Occidental stands at the threshold of a transformative future where transportation, tourism, and agriculture converge to shape a thriving Mindanao. With strong partners and clear vision, the journey ahead promises to be as exciting as the destination.

Building Bridges, Fueling Dreams: Mindanao’s Bold Leap Through PPP Innovation



A New Era of Partnership and Progress

CAGAYAN DE ORO CITY — The air inside the 2nd Mindanao Infrastructure Summit was charged with optimism. As leaders, investors, and visionaries gathered under one roof, one key announcement stood out: the **Public-Private Partnership (PPP) Desk for Mindanao**. Launched in September in Davao City, this groundbreaking initiative by the **Mindanao Development Authority (MinDA)** marks a turning point for the island’s infrastructure journey.  

MinDA Chairperson Secretary **Leo Tereso A. Magno** painted an inspiring picture—Mindanao’s growth will no longer hinge solely on government funding. Instead, by harnessing the strengths of the public and private sectors, they aim to craft projects that are **bankable, inclusive, and climate-resilient**. This one-stop hub will guide LGUs, agencies, and private partners with the tools, advice, and matchmaking needed to transform ideas into concrete, life-changing infrastructure.  

To illustrate the vision, Magno emphasized how PPPs can bridge persistent funding gaps, foster innovation, and accelerate development. From solving technical hurdles to attracting eager investors, the PPP Desk is designed as both a compass and a launchpad for Mindanao’s future.  

Empowering LGUs, Connecting Communities  

The summit’s message was clear: Mindanao is no longer content with slow, fragmented progress. Instead, stakeholders are determined to unlock potential that lies dormant in provinces hungry for growth. Through PPPs, **local government units will be empowered** to dream big, communicate their vision effectively, and partner with the private sector to bring those visions to life.  

Over the past years, landmark projects like the **Panguil Bay Bridge**, the expansion of **Laguindingan Airport**, and the modernization of **Balingoan Port** have transformed connectivity and trade routes. Now, with the **Mindanao Transport Connectivity Improvement Project** in full swing, travel time between provinces will shrink, strengthening economic corridors and opening new doors for commerce and tourism.  

Furthermore, Magno shared that the PPP Desk—currently based in Davao City—will eventually have sister desks in other regions across Mindanao. This decentralization ensures that every LGU, whether coastal or inland, urban or rural, will have access to the guidance they need. To complement this, MinDA will conduct a **PPP Roadshow**, bringing awareness, training, and collaboration directly to local leaders.  


The Road Ahead  

Through the Marcos administration’s **Build Better More program**, infrastructure is positioned as the beating heart of inclusive growth. The PPP Desk embodies this vision—ensuring that development is not just a government function but a shared responsibility between communities, leaders, and investors. With consistency, transparency, and innovation at the forefront, Mindanao is on track to position itself as a premier investment destination and a hub of resilience.  

From bridges rising above waves to roads slicing through lush valleys, the story of Mindanao is evolving. And with the PPP Desk as a guiding force, the island is ready to not just keep pace with progress—but lead it.

Trust, Safety, and Satisfaction: PNP-PRO-10’s Stellar Ratings in Mindanao

In recent news from Cagayan de Oro City, the Philippine National Police-Police Regional Office (PNP-PRO)-10 has scored impressive satisfaction ratings based on the Client Satisfaction Survey. This survey, unveiled by the Mindanao Development Authority (MinDA), highlights a growing trust in the police services across the region, particularly among the residents of Cagayan de Oro. So, what’s all the buzz about? Let's dive in!



First off, trust is the name of the game here. According to MinDA Chief of Public Relations, Dr. Adrian M. Tamayo, PNP-PRO-10’s trust rating has risen from a solid 93 percent in the first quarter to an even more impressive 94 percent by quarter four. It’s pretty remarkable, right? Trust essentially reflects how competent and honorable the community believes their police services to be. It’s like a vote of confidence that goes a long way in fostering a positive environment.

Furthermore, the local region of Bukidnon has taken the lead with an astounding trust rating of 96 percent, closely followed by Cagayan de Oro City at 95 percent. This upward trend speaks volumes. Residents genuinely feel that they can rely on the police to support their safety and security. And when your community trusts its police force, it builds a foundation for collaborative efforts in ensuring public peace and order. 



When we talk about safety, it’s essential to understand that it’s not something that can be handed down from above; rather, it's a collective feeling. Dr. Tamayo highlighted that “safety is something that is felt individually” and isn’t just imposed by law enforcement. The stats back this up! Cagayan de Oro City garnered a solid safety rating of 95 percent, hitting the sweet spot of trust and reliability. 

Interestingly, both Camiguin and Bukidnon led the way in safety ratings, each scoring 95 percent. That’s not just good—it's fantastic! It shows that people across these regions feel secure in their daily lives. And when safety is at the forefront, people are more likely to engage in their communities, attend events, and live without fear looming over them. This sense of security is crucial for fostering community relationships and encouraging societal growth.



Now, onto security. The PNP-PRO-10 achieved a satisfaction rating of 93 percent, with both Cagayan de Oro City and Iligan City scoring an inspiring 97 percent. If that doesn’t make you feel secure, what will? The steady improvement in Iligan City—from a modest 89 percent in the first quarter to a whopping 98 percent—reflects a real turnaround in how this community perceives its police force.

This remarkable leap tells a story of dedication and hard work by the local police to enhance their services. When communities see consistent improvements, they’re more likely to engage positively with their law enforcement agencies. It’s a win-win scenario, as heightened satisfaction enhances cooperation and leads to lower crime rates.



In summary, the latest Client Satisfaction Survey is not just numbers; it signifies the increased confidence the community has in its police services. Cagayan de Oro City stands out, showcasing a trust rating of 95 percent and a safety rating of 95 percent. This newfound trust stems from the police's commitment to fostering a secure and reliable environment for its residents.

As we look forward to more positive changes, let’s celebrate this momentum that Cagayan de Oro City and its neighboring regions are experiencing.
