Whispers of the Water: Restoring the Heart of Lake Danao

A Lake’s Silent Cry

Nestled in the vibrant heart of Barangay Pagalungan, **Lake Danao** has long been more than a body of water—it is a cultural landmark, a source of livelihood, and a tranquil escape for the community. Yet, in recent years, its shimmering surface has grown choked with water lilies, silently threatening the delicate balance of its ecosystem. The once-clear reflections of the surrounding hills now dance upon a clutter of green, and the voices of the fishermen carry a mix of hope and despair.

To address this pressing issue, **THE City Agricultural Productivity Operations Office (CAPOO)**, in partnership with the **Bureau of Fisheries and Aquatic Resources (BFAR-10)** and **Barangay Pagalungan**, is set to launch a two-day community clean-up drive at Danao Lake on *Monday and Tuesday (Dec. 9 to 10)*. With the unwavering support of the **City Local Environment and Natural Resources Office (CLENRO)** and the **City Engineering Office**, the mission is clear—remove the stubborn water lilies threatening the fish cages and bring life back to the lake’s waters.

A Community’s Unified Effort

Transitioning from concern to action, this initiative reflects the spirit of unity that defines Barangay Pagalungan. Volunteers from all walks of life will gather at the shoreline, armed not just with tools, but with determination. Houses near the lake hum with anticipation, and children watch curiously as neighbors ready themselves for the challenge ahead.

Restoring **Lake Danao** is more than an environmental effort—it is a revival of heritage. By clearing its waters, the community protects fishing as a source of income and preserves traditions deeply tied to the lake’s story. Moreover, strengthening the economic value of the lake ensures that future generations can inherit not only its beauty, but also the sustenance it provides. This act of generosity towards nature is also a promise: that the lake will continue to mirror both the sky above and the resilience of the people who call it home.

Empowering Coastal Communities: CAPOO's Commitment to the Fisherfolk of Agusan

In recent years, the importance of supporting local economies and preserving aquatic resources has gained significant attention. One notable initiative in this regard is the recent turnover of fishery equipment by the City Agricultural Productivity Operations Office (CAPOO) to the fisherfolk of Barangay Agusan. This event took place during the ‘Klarex Nga Serbisyo Sa Baryo (KSB)’ program, which emphasizes the need for sustainable development in Cagayan de Oro City.
A Pivotal Partnership for Progress

Engr. Bernie A. Daba Jr., who heads CAPOO, exemplifies leadership in community engagement. In partnership with the Bureau of Fisheries and Aquatic Resources (BFAR-10) regional office, CAPOO facilitated the distribution of assorted fishing equipment. The handover took place on September 27 and included 15 complete sets of hook and line, as well as four marine engine units with underwater fittings and accessories. This significant contribution highlights the collaborative effort to enhance the livelihoods of local fisherfolk, enriching both their professional capabilities and their economic well-being.
Moreover, this initiative reflects a broader vision of sustainable resource management. By providing essential tools, CAPOO not only aids in the immediate enhancement of fishing activities but also promotes responsible fishing practices among the community. The strategic rollout of these resources is expected to bolster the economic resilience of Cagayan de Oro City’s coastal communities.

Enhancing Livelihoods Through Sustainable Practices

The distribution of fishery equipment serves as a catalyst for improving living standards among Barangay Agusan's fisherfolk. Enhanced fishing capabilities will ultimately allow these individuals to access larger fish stocks, thereby increasing their income potential. Furthermore, this initiative encourages the adoption of modern fishing methods that align with environmental sustainability.

Transitioning from traditional to more efficient techniques, the fishers are now equipped to contribute significantly to local fish supply while practicing conservation. This initiative demonstrates a compelling model of how local governments can effectively empower communities through targeted support. As Cagayan de Oro City moves forward, the continuing partnership between CAPOO and BFAR-10 lays a strong foundation for future initiatives aimed at improving the overall agricultural and fishery productivity of the region.

The recent turnover of fishery equipment to the fisherfolk of Barangay Agusan marks a commendable step towards economic empowerment and sustainable fishing practices. The collaboration between local government agencies not only addresses immediate needs but also fosters long-term resilience in coastal communities. By prioritizing such initiatives, Cagayan de Oro City continues to pave the way for a prosperous future built on the strength of its local resources.

In a significant event that underscored the vital role of fisherfolk in the economic landscape of Northern Mindanao, the Bureau of Fisheries and Aquatic Resources – Region 10 (BFAR-10) concluded the CY2025 Farmer’s and Fisherfolk’s Month on May 30, 2025. This celebration, held at the BFAR-10 compound in Macabalan, Cagayan de Oro City, emphasized a steadfast commitment to empowering the region's fisherfolk through various initiatives and activities throughout May.
A Commitment to Empowerment: Insights and Activities

Regional Director Edward B. Yasay delivered a pivotal message, articulating the agency's ongoing support for the region’s fisherfolk. “Kining kasaulogan dili lang kutob karong buwana, kon dili tibuok tuig atong saulogon ang kalambigitan niini nga sektor sa atong ekonomiya,” he stated, emphasizing that the recognition of fisherfolk's contributions extends beyond this month, aiming for an all-year round celebration. This sentiment resonates deeply with the community, as it signifies a continuous effort to enhance the welfare of fisherfolk and, by extension, their families and communities.
One of the key highlights of the event was the ceremonial turnover of the Key of Responsibility from the outgoing CY2025 Regional Fisherfolk Director (RFD), Rolando Escarpe, to RD Yasay. This symbolic gesture not only marks a transition in leadership but also signifies a shared governance approach toward fisheries development. In his reflections, Escarpe described his month-long tenure as “demanding and deeply rewarding,” underlining the critical balance between strategic oversight and daily operational decisions that sustain community engagement and program efficacy.
Furthermore, the event featured the RFD Report and BFAR RD’s Coastal Community Immersion Report. Through these reports, Yasay shared insights from his firsthand experiences in the field, revealing the socio-economic challenges faced by fisherfolk due to declining fish stocks. His immersion experience highlighted the urgent need for collaborative efforts among stakeholders to manage resources effectively, ensuring the sustainability of fisheries and the livelihoods that depend on them.
Celebrating Talent and Sustainability: A Festive Culmination

The culmination of the celebration was marked by an agri-aqua fair that showcased fresh and processed products from local farmers, fisherfolk, and BFAR-assisted micro, small, and medium enterprises (MSMEs) across the provinces of Misamis Oriental, Misamis Occidental, Lanao del Norte, Camiguin, and Bukidnon. This fair not only provided a platform for local products but also fostered community spirit and engagement among the participants.
Adding a touch of creativity and festivity, the “Fisherfolk Got Talent” competition captivated attendees, showcasing the rich cultural heritage and traditions of the fisherfolk in the region. Team Misamis Oriental emerged victorious, impressing both judges and the audience with a performance that artfully depicted the lives and stories of local fisherfolk. Such events not only entertain but also serve to strengthen community bonds and pride in local traditions.
Recognizing the outstanding contributions of various stakeholders in sustainable fisheries development, the Gawad Pangisdaan sa Amihanang Mindanaw awards were presented. Categories included Best Community Fish Landing Center (CFLC) and Best Fisheries and Aquatic Resources Management Council (FARMC), among others. This acknowledgment fosters a spirit of healthy competition and collaboration among local government units and community organizations, motivating them to strive for excellence in fisheries management.
Moreover, BFAR-10 officially handed over equipment and materials valued at ₱413,140 for post-harvest and marketing initiatives, alongside ₱2.5 million for the Development of Salt Industry Project (DSIP). These investments aim to enhance productivity and minimize post-harvest losses, thereby supporting the economic resilience of fisherfolk.
In closing, Mariane M. Abiog, Officer-in-Charge of BFAR-10’s Regional Fisheries Training and Fisherfolk Coordination Division (RFTFCD), expressed her heartfelt gratitude to all involved in making the celebration impactful. She articulated a vision that extends beyond this event, stating, “Let this not be the end, but the beginning of a continuous journey—one built on collaboration, empowerment, and sustainability.” As the community moves forward, the commitment to nurturing the seas and strengthening the fisherfolk’s resilience remains paramount in building a sustainable future for all.
