Building Bridges, Fueling Dreams: Mindanao’s Bold Leap Through PPP Innovation



A New Era of Partnership and Progress

CAGAYAN DE ORO CITY — The air inside the 2nd Mindanao Infrastructure Summit was charged with optimism. As leaders, investors, and visionaries gathered under one roof, one key announcement stood out: the **Public-Private Partnership (PPP) Desk for Mindanao**. Launched in September in Davao City, this groundbreaking initiative by the **Mindanao Development Authority (MinDA)** marks a turning point for the island’s infrastructure journey.  

MinDA Chairperson Secretary **Leo Tereso A. Magno** painted an inspiring picture—Mindanao’s growth will no longer hinge solely on government funding. Instead, by harnessing the strengths of the public and private sectors, they aim to craft projects that are **bankable, inclusive, and climate-resilient**. This one-stop hub will guide LGUs, agencies, and private partners with the tools, advice, and matchmaking needed to transform ideas into concrete, life-changing infrastructure.  

To illustrate the vision, Magno emphasized how PPPs can bridge persistent funding gaps, foster innovation, and accelerate development. From solving technical hurdles to attracting eager investors, the PPP Desk is designed as both a compass and a launchpad for Mindanao’s future.  

Empowering LGUs, Connecting Communities  

The summit’s message was clear: Mindanao is no longer content with slow, fragmented progress. Instead, stakeholders are determined to unlock potential that lies dormant in provinces hungry for growth. Through PPPs, **local government units will be empowered** to dream big, communicate their vision effectively, and partner with the private sector to bring those visions to life.  

Over the past years, landmark projects like the **Panguil Bay Bridge**, the expansion of **Laguindingan Airport**, and the modernization of **Balingoan Port** have transformed connectivity and trade routes. Now, with the **Mindanao Transport Connectivity Improvement Project** in full swing, travel time between provinces will shrink, strengthening economic corridors and opening new doors for commerce and tourism.  

Furthermore, Magno shared that the PPP Desk—currently based in Davao City—will eventually have sister desks in other regions across Mindanao. This decentralization ensures that every LGU, whether coastal or inland, urban or rural, will have access to the guidance they need. To complement this, MinDA will conduct a **PPP Roadshow**, bringing awareness, training, and collaboration directly to local leaders.

Through the Marcos administration’s **Build Better More program**, infrastructure is positioned as the beating heart of inclusive growth. The PPP Desk embodies this vision—ensuring that development is not just a government function but a shared responsibility between communities, leaders, and investors. With consistency, transparency, and innovation at the forefront, Mindanao is on track to position itself as a premier investment destination and a hub of resilience.

Transforming Travel: The Beautification of Laguindingan Airport

Introduction to a New Era of Travel

In a significant development for the province of Misamis Oriental, the Provincial Government has officially turned over the Laguindingan Airport Landscaping and Beautification Project to the Civil Aviation Authority of the Philippines (CAAP) and the airport's management. This initiative aims not merely to beautify but to enhance the overall travel experience for visitors entering the province. As such, it reflects a commitment to creating a welcoming atmosphere that showcases the natural beauty and cultural richness of Misamis Oriental.

Provincial Tourism Officer Maryden T. Ocot stated that the beautification project transcends the mere completion of a development effort. "With this beautification and landscaping project, we have created a space that mirrors our pride as a province," she remarked. This sentiment encompasses the warmth of the local people and a profound respect for nature and cultural heritage. The project symbolizes a collective aspiration for a more beautiful, progressive, and tourist-friendly province, reinforcing the idea that when communities unite under a shared vision, remarkable transformations can occur.

The Impact of a Welcoming Environment

The significance of a well-maintained airport environment cannot be overstated. CAAP Area Manager Job de Jesus expressed appreciation for the provincial government’s initiative, indicating that the vibrant flowers and lush greenery now adorning the airport create a lasting impression on travelers. “The travelers and visitors are now welcomed with a clean, well-maintained environment,” he stated. This transformation engenders a sense of anticipation, wherein passengers feel that something extraordinary awaits them upon their arrival.

De Jesus also emphasized the broader implications of this beautification effort. A well-developed access road, he noted, sets a high standard for the airport itself. This alignment with the ongoing public-private partnership ensures that stakeholders remain motivated to pursue further improvements. “After all, when you enter a beautiful access road, you also expect a world-class airport,” he concluded, reinforcing the idea that the aesthetic appeal of airport surroundings plays a crucial role in shaping passenger expectations.

A Commitment to Cultural Heritage and Community Engagement

In addition to the landscaping project, the provincial government has established the Laguindingan Airport Tourism Kiosk. This initiative aims to provide travelers with valuable information about the province's heritage, destinations, and local community. As noted by the Provincial Tourism Council, both the landscaping and kiosk serve as essential tools for enriching the visitor experience while fostering a deeper connection to the local culture.

Laguindingan Airport Head Ronald Mangahas expressed gratitude towards the provincial government for their support and commitment to ongoing projects. He affirmed the airport's dedication to enhancing the immediate community and the environment surrounding the facility. "We are excited to put forward the deliverables of the airport," he stated, indicating a shared commitment to continuous improvement.

The Laguindingan Airport Landscaping and Beautification Project exemplifies a forward-thinking approach that prioritizes both aesthetic appeal and cultural heritage.
