The town of Balingoan, nestled in Misamis Oriental, recently burst into life with the 74th Araw ng Balingoan celebration on March 1. This iconic event not only commemorates the town’s founding but also serves as a colorful tapestry woven from the threads of culture, heritage, and community pride. Performers adorned in vibrant costumes danced rhythmically to the beat of drums and chants, transforming the streets into a vivid celebration of local identity. 

The heart of this year’s festivities was the 2nd Baling ni Juan Festival Dance Competition, where each performance echoed the town’s deep-rooted traditions. Mayor Candy A. Unabia eloquently articulated the significance of “Balingoan,” derived from “baling,” meaning fishnet, a nod to the town's fishing heritage, and “Juan,” symbolizing unity among the people. “This is more than a celebration,” she proclaimed, emphasizing the resilience and commitment of the community. 

A Tribute to Heritage and Community Spirit

As the festival unfolded, the palpable excitement in the air was contagious. The dance competition, described by Mayor Unabia as a cultural expression beyond mere choreography, drew enthusiastic participants and spectators alike. The event stood as a testament to the town's commitment to celebrating its unique identity through artistic expression. “Development is not just about infrastructure or numbers,” Unabia noted; “it’s seen in a community alive with culture, strong in unity, and proud of its heritage.”

The town's first fluvial parade and “bankarera,” or boat race, honored the fisherfolk and showcased Balingoan’s maritime traditions against the stunning backdrop of Camiguin Island. Mayor Unabia also took the opportunity to outline her vision for Balingoan’s future, emphasizing a “sea-to-summit” tourism strategy. As the festivities concluded, the winners of the dance competition were announced, with Barangay Bauk-Bauk taking home the coveted first place and a cash prize of P90,000. This success was not just a personal victory for the performers but a collective triumph that reinforced the bonds of community.

Every year, Camiguin Island radiates with spiritual fervor as thousands of devotees and visitors converge for the solemn observance of Panaad. The Panaad 2024 is not only a testament to religious devotion but also a significant event that boosts the local economy and showcases the rich cultural fabric of the province. In preparation for the expected influx of pilgrims, the provincial government has taken diligent measures to ensure the event proceeds smoothly.

To orchestrate an event of this magnitude, Governor Xavier Jesus D. Romualdo, chairperson of the Panaad 2024 Executive Committee, has issued Executive Directive No. 20. This directive provides a structured pathway for entrepreneurs eyeing the opportunity to set up commercial stalls along the Camiguin Circumferential Road (CCR). Each application for installation is required to pass through the Governor's desk, underlying the province's commitment to order and organization.

Governor Romualdo emphasizes punctuality as key, mandating that all requests for stall installations must reach the Office of the Provincial Governor on or before the stipulated deadline, February 29th. This advanced planning approach aims to avert any last-minute hurdles that could hamper the serene atmosphere this occasion demands.

The collaboration extends to municipal and barangay governments, empowered to set up public assistance booths. This initiative is designed to facilitate convenience and safety along the CCR, providing immediate support to visitors and devotees without entangling bureaucratic red tapes.

Private entities are also encouraged to play their parts but are reminded to obtain prior approval for the installation of their structures. The mandate from town mayors and punong barangays is to guide these groups through the proper channels, ensuring a unified and orderly observance of Panaad.

To retain the sanctity and security of the area, unauthorized booths and stands are to be dismantled. Such stringent regulation ensures that the Panaad's path remains clear and the event dignified, safeguarding both the spiritual essence and public order.

Access to Camiguin for the Panaad is simplified through technology—a QR code obtained via the dedicated website is all that's required. This system not only alleviates congestion but also enhances the visitor experience by allowing for a seamless entry to the island.
