Building Bridges: A Landmark Initiative for Former Rebels in Butuan City

In a significant stride towards promoting lasting peace and development in the Philippines, Butuan City recently witnessed a transformative event. Agusan del Norte Governor Ma. Angelica Rosedell M. Amante led the groundbreaking ceremony and the signing of a Memorandum of Agreement (MOA) to establish the Inter-Local Agency Partnership (ILAP) for housing former rebels, also referred to as Friends Rescued (FRs). This initiative signals a new dawn for individuals who once faced adversities amidst turmoil, providing them with sustainable housing and livelihood opportunities. 

A New Beginning for Former Rebels

The groundbreaking ceremony, held at Sitio Talaganahaw, Barangay Talo-ao in Buenavista, was not merely a ceremonial event; it represented hope, resilience, and the promise of a brighter future. The project aims to construct 123 housing units, each encompassing a generous 40mยฒ floor area on an 80mยฒ lot. The first phase of this ambitious initiative will kick off this year with the construction of 10 housing units, bolstered by a P10-million allocation from the Office of the Presidential Adviser on Peace, Reconciliation, and Unity (OPAPRU). This initial endeavor sets the foundation for a more extensive project, with an additional 38 units planned for 2026.

Transitioning from a life of conflict to one of stability requires careful planning and support. To facilitate this process, the provincial government has recognized the necessity of empowering FRs through specialized training programs. TESDA Agusan del Norte will lead initiatives in carpentry and masonry, equipping former rebels with essential skills that will enable them to contribute to the construction of their own homes. This approach not only fosters a sense of ownership but also ensures long-term self-sufficiency for the beneficiaries.

Commitment to Inclusive Development

During the event, Mayor Joselito T. Roble articulated the local government's unwavering dedication to inclusive development. His vision extends beyond mere housing; it encompasses a holistic approach to community welfare. The local government has implemented several initiatives aimed at improving the lives of residents. For instance, the Kumustahan sa Barangay program delivers free essential services across all barangays, ensuring that no one is left behind. Additionally, the Bisi-Bisita sa Barangay initiative fosters direct engagement with residents, allowing local officials to address pressing concerns and needs.

Moreover, the commitment to support FRs extends beyond housing. The provincial government has announced plans to enhance accessibility to the new community by concreting roads leading to Sitio Talaganahaw. OPAPRU will fund this crucial infrastructure development, while the province will provide a counterpart for further road improvements. Such initiatives are vital in ensuring that the FRs can seamlessly transition into their new environment, fostering connectivity and community integration.

As Governor Amante addressed the former rebels, she acknowledged past shortcomings and reassured them of the government's commitment to their welfare. Her heartfelt message resonated with the audience, emphasizing that the government aims to rectify previous mistakes and establish a supportive environment for the FRs. โ€œPasensya kaayo if naa mi kakulangon sa inyoha sauna. Kami naningkamot nga mahatag among pagkukulang,โ€ she stated, expressing a genuine desire to foster trust and collaboration.

The response from the beneficiaries during the groundbreaking ceremony was overwhelmingly positive. Roselle Polinar, representing the FRs, expressed her heartfelt gratitude to the provincial government and the various agencies involved in making their dreams of homeownership a reality. Her words encapsulated the profound impact this initiative has on their lives: โ€œSalamat kaayo sa ato provincial government sa Agusan del Norte ug sa mga agencies nga mi tabang aron matuman among pangandoy nga maka balay najud ug dili na magtago sa bukid.โ€ 

This sentiment of appreciation underscores the significance of this initiative not only in providing shelter but also in restoring dignity and hope to individuals who have faced significant challenges. The commitment of the FRs to peaceful reintegration is equally important. Polinar assured the government of their dedication to build a peaceful life and share their positive experiences with others still living in conflict. โ€œManingkamot mi nga maka barog sa among kaugalingon nga malinawon aron amo pod ni ma-share sa uban pa sa bukid kung gi-unsa mi pag-pangga sa gobyerno,โ€ she emphasized, highlighting the potential for a ripple effect of positive change in the community.

Caรฑete welcomed the former rebels as they embarked on this fresh start, emphasizing the importance of integrating into a peaceful and supportive community. The presence of Sangguniang Bayan members, Barangay Talo-ao officials, and representatives from national agencies ensured a collaborative effort to facilitate a smooth transition for the FRs.
