When SM Met the City's Building Brain: A Tale of Construction Dreams and Permit Streams

It was a usual sunny morning on May 14, 2024, but something special was brewing at the Office of the City Building Official (OCBO). Charles Kenneth De Leon, the Project Manager from SM, was all geared up for an important mission. He, along with his Avengers-like team, decided it was time to pay a courtesy call to none other than Engr. Leonardo D. Hamoy, the City Building Official. The agenda? To lay down the groundwork for what promises to be another landmark in the city's skyline.

The team that accompanied Mr. De Leon wasn't just any team. It was a dream team consisting of Jerome See, the Design Director; Architect RM Murillo and Engr. Sam Reyes, who handle the nuts and bolts of the designs; alongside the civil engineering wizards Engr. Vicente L. De Los Santos II and Engr. John Lester Armintia. They were joined by Engr. Jayrold Dastas, who ensures everything flows smoothly, quite literally. This meeting wasn't just about pleasantries; it was about setting the stage for a construction saga set to unfold.




Charles Kenneth De Leon laid out the purpose of their visit with clarity and vision. It was all about getting the ball rolling for their upcoming construction plans and navigating the sea of permit applications. Mr. De Leon shared the blueprint of their timeline - securing the permit by June, breaking ground in July 2024, and with sights set on opening the doors to the public in the 4th quarter of 2025. Imagine, in just a year and a half, the city would witness the rise of another SM marvel.

But let's not forget, it takes two to tango. The OCBO team, led by Engr. Hamoy, was equally prepared. The meeting saw the attendance of Engr. Leonor T. Actub, the City Engineer; Engr. Maria. Brenda B. Barretto, the North Chief; Engr. Jenny Perl A. Ugmad, the eagle-eyed Architectural Inspector; and Engr. Junalie Grace L. Alfanta, the Line and Grade Inspector. Their presence underscored the city's commitment to ensuring that the project not only meets but exceeds the standards of safety, design, and functionality.




It's not every day that you see such a meeting of minds. On one side, you had the visionaries from SM, ready to embark on a construction journey. On the other, the guardians of the city's architectural integrity, ensuring that every brick laid contributes positively to the urban landscape. This meeting was more than just a discussion about permits and plans; it was a testament to what can be achieved when private corporations and public officials come together with a common goal - to build not just buildings, but dreams.

The exchange of ideas, the mutual understanding of timelines, and the shared commitment to excellence were palpable in the room. It was clear that both teams were not just planning a construction project but were laying the foundations for a partnership that would elevate the city's infrastructure and provide its citizens with yet another reason to be proud of their urban landscape.




As the meeting wrapped up, the air was thick with anticipation. With the permits expected to be in hand by June and construction slated to begin in July 2024, the countdown to the 4th quarter of 2025 has officially begun. The journey from now until the grand opening is not just about laying concrete and erecting structures; it's about creating a space that will become a part of the city's identity.

This courtesy call was a small step for Charles Kenneth De Leon and his team but a giant leap for the city's development. As we look forward to the ribbon-cutting ceremony in 2025, it's clear that this project is more than just a building; it's a bridge between the dreams of today and the reality of tomorrow.
