The Department of Health Center for Health Development โ Northern Mindanao (DOH CHD-NM) recognizes this necessity and has taken proactive steps to ensure that its workforce is prepared to meet the challenges of todayโs healthcare landscape. This blog post delves into the recent initiatives undertaken by DOH CHD-NM, focusing on the pre-deployment orientations conducted for the Human Resources for Health (HRH) under the National Health Workforce Support System (NHWSS).
Strengthening the Backbone of Public Health: DOH CHD-NM's Commitment
The Department of Health Center for Health Development โ Northern Mindanao (DOH CHD-NM) has embarked on a transformative journey to fortify the public health infrastructure in the region. Through a series of meticulously organized pre-deployment orientations (PDOs), the department is empowering the Human Resources for Health (HRH) under the National Health Workforce Support System (NHWSS) with the knowledge and skills necessary to excel in their roles.
The PDOs, held throughout January 2025 at the Pearlmont Hotel in Cagayan de Oro City, Misamis Oriental, were orchestrated by the Human Resource Development Unit. These sessions aimed to prepare health workers for their critical roles in delivering health services and implementing health programs in their designated areas. In alignment with Republic Act No. 11223, also known as the Universal Health Care Act, the orientations sought to strengthen local public health systems by providing skilled and motivated health professionals, including physicians, nurses, medical technologists, nutritionist-dietitians, pharmacists, physical therapists, and midwives.
The PDOs were conducted in five batches, with sessions held on January 8 to 10, 16 to 18, 21 to 23, 27 to 29, and 29 to 31. This carefully planned schedule officially welcomed HRH into the health organization, equipping them with essential information about DOH and its priority programs and services. By doing so, DOH CHD-NM ensured a smooth integration of HRH into their respective areas of assignment, setting the stage for successful collaboration and performance.
Comprehensive Training for a Comprehensive Health System
The pre-deployment orientations organized by DOH CHD-NM provided a holistic understanding of the healthcare landscape, covering various aspects crucial for the seamless integration of HRH into the system. The sessions included discussions on the key provisions of Administrative Order 2020-0038, which outlines the โGuidelines on the Deployment of Human Resources for Health under the National Health Workforce Support System.โ Additionally, Department Order No. 2022-0451, known as the โOperational Guidelines in the Implementation of Select Human Resources for Health Composite Programs and Projects under the National Health Workforce Support System,โ was also covered.
These orientations were not merely about imparting knowledge; they were about fostering a sense of belonging and understanding among the HRH. The sessions delved into the organizational structure, functions, and health programs or projects of DOH CHD-NM, along with its administrative procedures and workplace policies. Moreover, an overview of the salaries and benefits was provided, ensuring that the HRH were well-informed and prepared for their roles.
The PDOs emphasized the importance of HRHโs roles and responsibilities in delivering health services. By highlighting the significance of their contributions, the orientations aimed to instill a sense of pride and purpose among the HRH, motivating them to excel in their respective fields.
A Collaborative Effort: Building Bridges for Better Health
The success of the pre-deployment orientations can be attributed to the collaborative effort between DOH CHD-NM and various stakeholders. The activities underscored the crucial role of HRH as vital support to eligible Local Government Units throughout the region, ensuring the equitable and efficient distribution of the health workforce.
A total of 1,569 HRH attended the PDOs across the five batches, representing NHWSS composite programs and projects such as the Nurse Deployment Project (NDP), Rural Health Midwives Placement Program (RHMPP), Pharmacist Deployment Project (PDP), Medical Technologist Deployment Project (MTDP), and Physical Therapist Deployment Project (PTDP). This diverse representation highlights the comprehensive approach taken by DOH CHD-NM to address the multifaceted needs of the healthcare system.
Moreover, DOH CHD-NM continues to align its programs and initiatives with the 8-Point Action Agenda of โKapakanan at karapatan ng health workers.โ This alignment ensures that the rights and welfare of health workers are prioritized, creating a supportive environment for them to thrive and deliver quality healthcare services.
The Road Ahead: Sustaining Momentum for Lasting Impact
As DOH CHD-NM looks to the future, the momentum generated by the pre-deployment orientations must be sustained to achieve lasting impact. The department's commitment to nurturing a skilled and motivated healthcare workforce is a testament to its dedication to improving public health outcomes in Northern Mindanao.
Continuous professional development and support for HRH are essential to maintaining the high standards set by the PDOs. By fostering an environment of collaboration, innovation, and excellence, DOH CHD-NM can continue to empower its healthcare professionals to meet the evolving needs of the population.
The pre-deployment orientations conducted by DOH CHD-NM represent a significant step forward in strengthening the region's healthcare system.
