EnP. Lordilie S. Enjambre leads MinDA's Northern Mindanao Area Management Office. Together with MSU-IIT's WE CARE Office, School of Interdisciplinary Studies, LGU-Iligan City, and dedicated faculty teams, they institutionalize an Integrated Watershed Governance Framework. This bold framework embraces all eight major watersheds: Dalipuga, Mandulog, Iligan, Tominobo, Abaga, Agus, Iponan, and Cagayan basins. Therefore, fragmented approaches finally yield to unified, ecosystem-based management.
Breaking Silos: Why Iligan Demands Integrated Watershed Governance

Flood dynamics, sedimentation, upstream land-use changes, and coastal impacts relentlessly cross basin boundaries. Typhoon Sendong and Typhoon Basyang brutally exposed these vulnerabilities years ago. However, past watershed initiatives operated in isolation. Now, stakeholders decisively reject that outdated model. They embrace interdisciplinary collaboration to tackle forest degradation, flood risks, and fragmented planning head-on.
Dr. Hilly Ann Roa-Quiaoit spearheads the Mandulog River Basin Program with unwavering focus. The initiative institutionalizes a unified governance mechanism. It aligns institutional priorities, strengthens inter-agency coordination, and integrates Climate and Disaster Risk Assessment, Forest Land Use Plans, and Community-Based Monitoring Systems into one centralized technical repository. Moreover, participatory ecosystem mapping identifies high-risk zones. As a result, vulnerability-informed planning drives long-term sustainability for Iligan's communities.

Building the Roadmap: Next Steps Toward Lasting Resilience

The collaborative team strengthens institutional alignment with regional and national partners. They develop a consolidated watershed governance roadmap. Simultaneously, they advance policy and technical engagements to unlock sustainable financing and robust implementation mechanisms. MSU-IIT Chancellor Alizedney M. Ditucalan firmly reaffirms the university's commitment. It pledges academic leadership, technical expertise, and research support to champion resilient watershed systems.

This groundbreaking initiative signals unbreakable unity. Stakeholders protect ecosystems, reinforce governance, and safeguard Iligan's future. Indeed, the Mandulog River Basin Collaborative Initiative marks a decisive stride toward a truly resilient and sustainable Iligan.

Balingoan’s Vibrant Legacy: Dancing Through History at Araw ng Balingoan

The town of Balingoan, nestled in Misamis Oriental, recently burst into life with the 74th Araw ng Balingoan celebration on March 1. This iconic event not only commemorates the town’s founding but also serves as a colorful tapestry woven from the threads of culture, heritage, and community pride. Performers adorned in vibrant costumes danced rhythmically to the beat of drums and chants, transforming the streets into a vivid celebration of local identity. 

The heart of this year’s festivities was the 2nd Baling ni Juan Festival Dance Competition, where each performance echoed the town’s deep-rooted traditions. Mayor Candy A. Unabia eloquently articulated the significance of “Balingoan,” derived from “baling,” meaning fishnet, a nod to the town's fishing heritage, and “Juan,” symbolizing unity among the people. “This is more than a celebration,” she proclaimed, emphasizing the resilience and commitment of the community. 

A Tribute to Heritage and Community Spirit

As the festival unfolded, the palpable excitement in the air was contagious. The dance competition, described by Mayor Unabia as a cultural expression beyond mere choreography, drew enthusiastic participants and spectators alike. The event stood as a testament to the town's commitment to celebrating its unique identity through artistic expression. “Development is not just about infrastructure or numbers,” Unabia noted; “it’s seen in a community alive with culture, strong in unity, and proud of its heritage.” 

In addition to the dance competition, the celebration featured various grassroots sports competitions, including chess, table tennis, and basketball, reflecting the local government's dedication to youth development. The town's first fluvial parade and “bankarera,” or boat race, honored the fisherfolk and showcased Balingoan’s maritime traditions against the stunning backdrop of Camiguin Island. This not only highlighted the town's economic reliance on its waters but also deepened the community's connection to its roots. 

A Future Built on Unity and Trust

Mayor Unabia also took the opportunity to outline her vision for Balingoan’s future, emphasizing a “sea-to-summit” tourism strategy. This innovative plan aims to integrate both coastal and upland attractions, promoting sustainable development while showcasing the natural beauty that Balingoan has to offer. “The best is yet to come,” she assured, rallying citizens to join hands in building a prosperous future. 

As the festivities concluded, the winners of the dance competition were announced, with Barangay Bauk-Bauk taking home the coveted first place and a cash prize of P90,000. This success was not just a personal victory for the performers but a collective triumph that reinforced the bonds of community. 

In the words of Mayor Unabia, “This is not my victory; this is ours.” Her call for unity resonates deeply with the spirit of Araw ng Balingoan, reminding everyone that true progress stems from collaboration and mutual support. As the town continues to celebrate its rich cultural heritage, Balingoan stands poised to embrace a bright future filled with hope and togetherness.
