From Ruin to Renewal: The Road That Binds Northern Mindanao and Davao Once More

The Long Road Back to Connection

In **QUEZON, Bukidnon**, the air buzzed with anticipation on January 14 as **Department of Public Works and Highways (DPWH) Secretary Vince Dizon** stood before a transformed landscape. Just three months earlier, Sitio Kipolot in Barangay Palacapao had been a place of tragedy and isolation. The collapse of the **Bukidnon-Davao (BuDa) highway**, triggered by relentless water saturation and seismic activity, left the area scarred—both physically and emotionally—claiming two lives and halting the vital exchange of goods between Northern Mindanao and the Davao Region.  

Yet, the unveiling of a **new 460-meter diversion road** brought both relief and renewed hope. Adjacent to the destroyed highway, this four-lane alignment was more than just asphalt and concrete—it was a promise of permanence. With **P48.5 million** in funding, including **P20 million from the DPWH Quick Response Fund**, the road now stands as a robust lifeline, engineered to withstand extreme weather and prevent future collapses.  

Transitioning from months of disruption to seamless travel, trade routes have once again pulsed with life. Heavy cargo trucks now rumble past verdant fields, carrying the agricultural treasures of Bukidnon to markets across the archipelago.  

Engineering Resilience and Agricultural Promise

The success of this project lies not only in its scale but also in its meticulous design. Secretary Dizon emphasized reinforced slope protection and a **high-capacity drainage system**—innovations inspired by Japanese engineering standards, in collaboration with the consulting firm Katahira. By following a phased construction approach, the team began with technical assessments, integrated durable asphalting, and conducted stringent structural tests before allowing traffic to flow once more.  

Leaders like **Sen. Juan Miguel Zubiri** and **Governor Rogelio Neil Roque** witnessed firsthand the transformative impact of the new highway. Zubiri recalled the hardship of November, when crews carved out gravel detours and concrete pedestrian ladders to navigate hilly terrain. Their tireless effort, day and night, proved instrumental in keeping inter-provincial mobility afloat until the reinforced pathway was complete.  

Now, Bukidnon’s contribution of **7.5 percent to the nation’s agricultural GDP** gains a renewed safeguard. The reopening secures the critical food link between **Northern and Southern Mindanao**, ensuring farms, markets, and communities thrive without fear of sudden isolation. From the ruins of October’s disaster rises a road that does not merely connect destinations—it strengthens the spine of Mindanao’s economy, culture, and resilience.

Harvesting Hope: How Land, Debt Relief, and Machinery Are Transforming Lives in Northern Mindanao

A Region Moving Toward Empowerment

On December 22, 2025, a powerful story emerged from Northern Mindanao. The Department of Agrarian Reform (DAR) revealed remarkable progress in reshaping rural communities through land distribution, debt condonation, and vital support services. Under the dedicated leadership of DAR Regional Director Zoraida O. Macadindang, the region achieved a stunning 97.4% of its regular land distribution target. This meant that **31,380 hectares** of fertile soil were granted to **188,248 agrarian reform beneficiaries (ARBs)**. The accomplishment is not merely about numbers—it’s about giving farmers the foundation to cultivate dignity, stability, and prosperity.  

Furthermore, the air was filled with relief as 11,908 Certificates of Condonation with Release of Mortgage (COCROM) were handed to 9,768 beneficiaries. This historic move erased **P619.55 million** in agrarian reform debts, with an additional **P76.2 million** scheduled for condonation later. These figures paint a vivid picture of freedom—freedom from financial chains and the opportunity to start anew. 

From Collective Dreams to Individual Titles

In Northern Mindanao, land is more than property—it’s a promise of future security. With the Support to Parcelization of Lands for Individual Titling (Project SPLIT) in partnership with the World Bank, DAR-10 has been transforming collective landholdings into individual titles. This step strengthens tenure security, ensuring each farmer’s right to their land is protected. Already, **11,727 electronic titles** have reached **11,382 beneficiaries**, covering over **15,825 hectares**, mostly in Bukidnon. Soon, another **7,035 electronic titles** will be distributed, securing the future of **7,674 ARBs** and spanning more than **11,574 hectares**.  

Beyond paperwork, DAR’s initiatives create tangible change on the ground. Through the Agrarian Reform Beneficiaries Development and Sustainability Program, the agency provided **136 units of farm machinery and equipment** worth **P31.16 million** to 89 ARB organizations. This equipment benefits over **6,400 farmers**, enabling them to cultivate their lands more efficiently and boost production. The rumble of tractors and the hum of mechanical threshers symbolize progress, resilience, and a future rooted in self-reliance. 

Seeds of Change Taking Root

Northern Mindanao’s agrarian reform journey is a testament to what can happen when policy meets commitment. From empowering farmers with land ownership to liberating them from debt, DAR’s efforts build more than farms—they grow communities, enhance food security, and nurture hope. Here, every hectare distributed, every debt erased, and every machine delivered becomes a tool for transformation.

During the 143rd full council meeting of the Regional Development Council on December 3, leaders gathered with a shared purpose: to propel the establishment of **Metro Cagayan de Misamis** forward. With the Asenso Misamis Occidental Resort and Aquamarine Park in Sinacaban serving as a serene backdrop, the atmosphere buzzed with optimism and determination.  

At the helm of this ambitious endeavor stands Opol Mayor **Jay Bago**, newly appointed to lead the Ad Hoc Committee for Metro Cagayan de Misamis. His commitment is clear — from envisioning a modern metro railway system to championing waste-to-energy projects and securing reliable water supply, Bago’s leadership promises transformative change. Moreover, he stressed the importance of transparent processes and collaborative planning to ensure that progress benefits every community under the Metro’s umbrella. 

MAS ASENSO — The Blueprint for Progress

This visionary project finds its roots in the **MAS ASENSO Northern Mindanao** framework, introduced by RDC Chair and Misamis Occidental Governor **Henry Oaminal**. The framework’s focus on modern governance, sustainable infrastructure, investment attraction, and skill development aligns seamlessly with the goals of Metro Cagayan de Misamis. By integrating innovative solutions with efficient land use, MAS ASENSO charts a clear and actionable path for inclusive regional growth.  

Transitioning from vision to action, Oaminal encouraged local leaders to submit prioritized projects for inclusion in the 2027 National Expenditure Program — an opportunity to secure long-term funding for regional transformation. As discussions ventured into agricultural value chain development, infrastructure rehabilitation, and youth mental health initiatives, it became clear that Metro Cagayan de Misamis is more than a physical space — it’s a living commitment to the people of Northern Mindanao. The seeds planted in OPOL during that December meeting are destined to grow into a metropolis that blends innovation with community spirit.

Ambrosio Ezpeleta led a high-level delegation to the PHIVIDEC Industrial Authority (PHIVIDEC IA), their eyes fixed on the estate’s deep coastal waters and boundless potential.  
The site inspection was not merely a formality; it was the beginning of a story that could redefine the region. With its strategic position in Northern Mindanao, PHIVIDEC offers a rare blend of accessibility, security, and expansion potential. Vice Admiral Ezpeleta highlighted that the planned base would serve as a future hub for repairs and operations of capital ships—an anchor of strength in an ever-changing maritime landscape.  
Building Tomorrow, One Phase at a Time

Commander Amado Sanglay shared that Phase 1, scheduled for 2026, will focus on meticulous design and environmental planning. This is no ordinary construction—it is a ₱70-billion endeavor blending precision engineering with long-term naval readiness. Plans include a cutting-edge shipyard, a powerful shiplift, and an expansive operational zone capable of accommodating 10 to 12 capital ships.  
Completion is projected within 7–8 years, and though the road ahead is long, the vision is crystal clear: the Philippine Navy will stand stronger in the south, guarding the nation’s waters with enhanced reach and capability. PHIVIDEC IA officials have expressed firm support, seeing this as not just a military milestone, but also an economic catalyst for the region.  


This proposed naval facility in Misamis Oriental is more than steel and concrete—it is an investment in national security, regional growth, and the Philippines’ future presence in maritime affairs.
