Last Saturday, February 21, the usually quiet streets of Barangay San Simon came alive with laughter, appreciation, and hope. Medical personnel and staff of the city-owned JR Borja General Hospital (JRBGH) were on hand to serve the residents during City Hall’s *‘Kuyug ta sa Serbisyo sa Baryo’* outreach program. The warm welcome from the community mirrored the dedication of the visiting team, whose goal was simple yet powerful — to bridge the gap between quality healthcare and those who need it most.  

From the break of dawn, white coats and caring smiles moved from one resident to another, offering medical services tailored to their needs. It wasn’t just a day of check-ups and treatments; it was a day of creating lasting bonds between caregivers and the barangay. The energy was contagious, and everywhere you looked, you saw lives being touched and improved.  

A Symphony of Services in Action  

JRBGH’s presence was felt through a wide variety of healthcare offerings. Tuli (Circumcision) served 14 grateful beneficiaries, while Eye Care Services reached 36 individuals eager to maintain clear vision. The ENT (Ear, Nose, Throat) consultations helped a remarkable 76 residents, relieving discomfort and raising awareness about preventive care. In addition, 29 women benefited from breast cancer screening — a vital check that could save lives.  

Remarkably, the compassion extended beyond consultations. Milk letting gathered six contributors, producing a total of 700ml of milk, with one selfless mother donating an astounding 1,380ml for infants in need. Every service rendered was more than a statistic; it was a story of improved health and renewed hope. Transitioning from one beneficiary to the next, the medical team embodied Mayor Rolando ‘Klarex’ Uy’s vision — to bring government services closer to people, especially to barangays with limited access to healthcare facilities.  

Beyond the Numbers — The True Impact  

When the sun dipped below the horizon, the residents of Barangay San Simon carried home more than prescriptions and follow-up notes. They carried a renewed faith in the power of community. The outreach brought not only medical care but also reassurance that they were not forgotten.  

The JRBGH team’s constant presence serves as a reminder that healthcare is not a privilege, but a right — and when local government steps up, lives change. In this ongoing effort, every outreach program becomes more than an event; it becomes a lifeline.

Uy, local agriculture is receiving the nurturing it deserves. Recently, a significant discussion unfolded during a courtesy call from the National Dairy Authority (NDA), led by Department Manager Jester John P. Jadap, alongside the Northern Mindanao Federation of Dairy Cooperatives (NMFDC), chaired by Robert Maagad Enerio. The meeting, held on February 16, 2026, aimed to address the pressing challenges and opportunities of the dairy sector.

This initiative holds immense promise as it aligns with the Private Sector-funded Milk Feeding Program, aptly themed "Nourishing Filipino Children & Empowering Local Farmers." The program adheres to the revised Joint Administration Order No. 001-2025 from the Bureau of Internal Revenue (BIR), encouraging all governmental agencies to participate. This collaboration offers substantial benefits, particularly for donor private sectors and intended beneficiaries. The overarching goal is to combat malnutrition among children while simultaneously enhancing market opportunities for local dairy farmers. This multifaceted approach will not only assess and improve the quality of local milk production but also significantly boost the income of dairy farmers, ultimately steering the local dairy industry toward a brighter future.

Gov. Juliette Uy expressed her gratitude for the overwhelming support directed to dairy farmers, noting, “When I just sit, the support given to our dairy farmers is overwhelming,” as stated by NDA's Jester John P. Participants engaged in refining project proposals, determining the city’s funding capabilities, and identifying potential donors and investors who can support these ambitious initiatives.

Crafting the Circular Economy Portfolio

The newly minted CE Portfolio will be known as Resource Innovation for Sustainable Economic Circularity (RISE) CDO. This portfolio encompasses a range of innovative projects aimed at fostering sustainability. Among the standout initiatives are the Technology for Sustainable Agricultural Decomposition and Application (TSADA) Organic, Plastics Lifecycle Action for Sustainability through Circularity (PLASTIC), and Knowledge-Driven Actions for Holistic, Inclusive, and Multi-Sectoral Urban Nature Nexus (KAHIMUNAN).

In addition to these groundbreaking projects, Cagayan de Oro City is prioritizing the procurement of shredders for large-scale organic composting and the establishment of plastic processing facilities. Moreover, the city aims to acquire processing equipment to handle unsold vegetables, fruits, and food waste from local restaurants and hotels. These initiatives not only aim to reduce waste but also strive to create a more sustainable and resilient economy for the community.

Paving the Path to Peace: The Fast-Tracking of Mindanao’s Infrastructure

In a significant move to foster peace and development in Mindanao, President Ferdinand R. Marcos Jr. has directed the acceleration of vital infrastructure projects. The Department of Public Works and Highways (DPWH) is now fast-tracking the Road Network Development Project in Conflict-Affected Areas in Mindanao (RNDP-CAAM). This initiative aims to enhance connectivity and sustain peace in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). By improving infrastructure, the government actively promotes inclusive growth and expands economic opportunities in historically underserved communities.
During a recent 5th Steering Committee Meeting led by Senior Undersecretary Emil K. Sadain in Cotabato City, the progress of the RNDP-CAAM took center stage. The discussions reaffirmed the DPWH's commitment to delivering high-impact road projects that reinforce stability in these conflict-affected areas. By focusing on developing an 80.97-kilometer road network, the project seeks to improve mobility and access to essential services, thereby enhancing the quality of life for residents in the region.
Building Bridges to Progress

The RNDP-CAAM encompasses three major components, each crucial for improving the connectivity of Mindanao's roadways. Sub-Project 2, featuring the Parang–Balabagan Road, spans 36.73 kilometers and integrates 16 bridges along its route. This road serves as an alternative to the Asian Highway (AH) 26, significantly enhancing transportation options in the provinces of Maguindanao del Norte and Lanao del Sur. With Contract Package 2 already underway, the project is moving forward with determination.
In addition, the Parang East Diversion Road, a 7.07-kilometer national secondary road, is making strides toward completion. Since civil works commenced in June 2025, the project has surpassed 15 percent completion, thanks to the collaborative efforts of various agencies. Furthermore, Sub-Project 9, linking the Manuangan–Parang Road to AH26, promises to bolster economic activity by connecting key routes. By coordinating closely with local government units (LGUs) and security forces, the DPWH aims to ensure the successful rollout of these vital infrastructure projects.
A Foundation for Economic Growth

Funded through a loan from the Japan International Cooperation Agency (JICA), the RNDP-CAAM is instrumental in addressing the low road density in BARMM. By constructing new national roads, the project aims to bolster economic growth by enhancing access to markets, services, and job opportunities. Recognizing that robust infrastructure is foundational to stability, the government is committed to aligning this initiative with its broader peace and development agenda.
As roads begin to take shape, the potential for positive change in Mindanao becomes increasingly tangible. The RNDP-CAAM not only serves as a catalyst for economic development but also stands as a symbol of hope for communities striving for peace and prosperity.
