Curtains Rise by the River: A New Stage for Cagayan de Oro

COURTESY: Cong. Rufus Rodriguez

A Grand Vision Unfolds

Under the bright skies of Cagayan de Oro City, a landmark moment took place — the **𝗧𝗨𝗥𝗡𝗢𝗩𝗘𝗥 𝗢𝗙 𝗣𝟱𝟬 𝗠𝗜𝗟𝗟𝗜𝗢𝗡 𝗔𝗠𝗣𝗜𝗧𝗛𝗘𝗔𝗧𝗘𝗥 𝗔𝗡𝗗 𝗥𝗜𝗩𝗘𝗥 𝗩𝗜𝗘𝗪 𝗗𝗘𝗖𝗞 𝗜𝗡 𝗣𝗟𝗔𝗭𝗔 𝗗𝗜𝗩𝗜𝗦𝗢𝗥𝗜𝗔**. Spearheaded by Cong. Rufus Rodriguez, the ribbon-cutting was more than ceremonial — it marked the birth of a cultural and environmental jewel at the heart of Barangay 6.
The P50-million project features a magnificent Open Theatre, a scenic River View Deck, a spacious car park, and rentable commercial spaces designed for local entrepreneurs to showcase their products. Transitioning from vision to reality, this venue promises to be a melting pot where artistry meets sustainability, drawing both Kagay-anons and tourists into memorable experiences.

A Breath of Fresh Air for the City

This development is not just about aesthetics; it’s a vibrant chapter in **Project Lunhaw**, the City Government’s initiative to enhance Cagayan de Oro’s climate resilience. By transforming Plaza Divisoria into a walkable, bikable, and verdant urban haven, the city is taking proactive steps towards eco-friendly modernization. The open spaces invite the community to gather, celebrate, and reconnect — with culture, with nature, and with each other.
Present during the turnover were Barangay 6 Kap. Ian Glenn L. Chui, Project Lunhaw Head Patrick Gabutina, and DPWH 2nd District Engineering Office (DEO) leaders, including District Engineer Jan Paulo Lisondra. Their collaboration showcases how visionaries and engineers can unite to shape a city that’s ready for the future yet rooted in its heritage.

**In essence**, the Open Theater and River Viewing Deck stand as more than infrastructure — they are symbols of hope, creativity, and environmental stewardship. With each performance held and every visitor welcomed, Cagayan de Oro steps closer to becoming a city where progress and paradise meet.

A Regal Courtesy Visit Before Battle

In a heartwarming show of pride and support, SOUTH East Asian (SEA) Games qualifier Ruelle Canino of Cagayan de Oro City paid a courtesy visit to Mayor Rolando “Klarex” Uy on Monday, November 10, at City Hall. This meeting came exactly ten days ahead of her highly anticipated November 20 schedule at the Southeast Asian Games in Thailand. The visit was more than a formality—it was a fusion of inspiration and recognition, a moment when the city united behind its rising chess star.

Ruelle, often celebrated as the *Queen of the Chessboard*, carries herself with quiet confidence and an undeniable aura of determination. Just last month, she clinched six gold medals in the Batang Pinoy 2025 competition in General Santos City, securing an impressive first runner-up spot in the overall individual rankings. The Mayor’s words of encouragement served as a rallying cry, reminding her and the city that determination and skill know no bounds.

From Victory to Representing a Nation

Earning gold medals is no small feat, yet Ruelle’s journey is far from over. With every calculated move on the chessboard, she sharpens her strategy, preparing to represent both Cagayan de Oro City and the Philippines in the 2025 Southeast Asian Games. This prestigious stage will challenge her like never before, but she steps into it with resolve and pride.

In her own heartfelt words, “Happy ko kay nagdala ko ug garbo sa atong syudad, labi na sa akong pamilya” (“I’m happy that I bring pride to our city, especially to my family”). These words echo the sentiments of many young athletes whose victories go beyond personal achievement—they become symbols of hope and unity for the communities they represent. As Thailand awaits its competitors, Ruelle’s story becomes a shining testament to dedication, talent, and the unbreakable bond between an athlete and her hometown.

From the halls of City Hall to the global stage of the SEA Games, Ruelle Canino’s journey is proof that discipline and passion can crown champions. As the chessboard awaits its queen, the city holds its breath in anticipation, ready to cheer for every victorious move.

Bringing the Heart of the City to the Heart of the Barangay: KSB Goes to Puerto

A Vibrant Day in Puerto

The morning sun cast a golden glow over Barangay Puerto as the community buzzed with anticipation. It was no ordinary day. *KSB goes to Puerto*, a meaningful outreach led by Cagayan de Oro City Mayor Rolando ‘Klarex’ Uy, had arrived to make a difference. Through the beloved **‘Klarex nga Serbisyo sa Baryo’ (KSB)** program, City Hall’s departments converged in the barangay, offering essential services with warm smiles and open hands.
The air was infused with a sense of unity. Residents came not just to avail themselves of free government services, but to personally connect with the people working behind the scenes for the city’s progress. The **Klarex administration**’s commitment was clear: government is not a distant institution—it’s here, in the streets and barangays, standing alongside the people it serves.

Services That Touch Lives

From medical check-ups to legal consultations, the offerings reflected the city’s dedication to improving everyday lives. The initiative aims to provide free government services and strengthen the city’s commitment to bringing the government closer to the people. Transitioning between different service booths, residents discovered how accessibility transforms necessity into empowerment.

Moreover, the program reinforced trust. By showing up consistently each week, the **KSB program** nurtures a relationship between the government and the community that goes beyond policy—it builds connection and mutual respect. For Barangay Puerto, that Saturday morning became more than a calendar event; it turned into a story of service, compassion, and hope.

The KSB initiative is proof that when leaders step into the neighborhoods, they bridge gaps that statistics and speeches can’t. Puerto experienced not just service delivery, but a heartfelt reminder: the city belongs to its people, and together, they can flourish.

From Gateway to Growth: How Cagayan de Oro City is Powering Northern Mindanao’s Investment Future

COURTESY: GDA/PIA-10

CAGAYAN DE ORO CITY — The Philippine Board of Investments (BOI) is making waves in the region with a renewed call for stronger collaboration between national investment policy-makers and local implementers. As Northern Mindanao’s economy continues to expand, initiatives like the BOI-Awareness Seminar to Strengthen the Investors and Stakeholders (BOI-ASSIST) are taking center stage in shaping a future that thrives on innovation, opportunity, and sustainable growth.

Through close coordination with the Cagayan de Oro City Government, the BOI is building bridges between investors and decision-makers—helping transform policy into real, operational projects. But what exactly makes this effort a game-changer? Let’s explore.

Building a Stronger Investment Climate in Cagayan de Oro City

On October 28, the city played host to BOI-ASSIST, a key event designed to update the local business community and stakeholders on the latest in investment opportunities, fiscal incentives, and ease of doing business programs. The discussions touched on vital topics such as the CREATE MORE Act—tools that pave the way for investors to navigate both national and local systems with speed and clarity.

Bobby F. Fondevilla, Executive Director of the BOI-Investment Assistance Center, stressed that the initiative is about more than policies; it’s about creating an environment where trust, transparency, and opportunity intersect. This means ensuring that every investor knows how to access the full suite of BOI support—from fiscal perks to operational reforms—without unnecessary delays.

**Transitioning from policy to action**, the BOI has set its sights on turning investment approvals into operational realities by 2026. This vision reinforces a critical truth: successful investments are not just measured in capital, but in thriving industries and empowered local communities.

Northern Mindanao’s Rising Economic Power

Cagayan de Oro City is not just a stopover—it’s a strategic gateway to trade, investment, and innovation in Mindanao. As DTI-10 Assistant Regional Director Almer R. Masillones noted, the region’s growth rests on powerful economic pillars. Bukidnon continues to rank among the nation’s top agricultural producers, while neighboring Misamis Oriental fuels industrial expansion. Together, they form a vibrant economic ecosystem.

With infrastructure developments accelerating and investor confidence rising, Northern Mindanao is stepping into a new era of prosperity. Programs like BOI-ASSIST do more than share information—they foster trust and cooperation between the public and private sectors, ensuring that opportunities are not just available but also accessible to all.

City Administrator Roy Hilario P. Raagas summed it up perfectly: development must be measured not only in statistics but in the quality of life for citizens. By nurturing an investment-friendly climate, Cagayan de Oro City is ensuring that both businesses and residents benefit from progress—making it a true hub for sustainable regional growth.

The road ahead for Cagayan de Oro City and Northern Mindanao is paved with promise. Through strengthened partnerships, sound investment policies, and unwavering local support, this thriving region is positioning itself as a beacon of opportunity in the Philippines. With BOI-ASSIST as a catalyst, the vision of inclusive, innovation-driven growth is no longer a distant aspiration—it’s an unfolding reality.

COURTESY: Congressman Rufus Rodriguez

A New Dawn for Learning

The air was filled with excitement as officials and community members gathered for the groundbreaking of a new **SCHOOL BUILDING** inside Camaman-an Elementary School in Barangay Camaman-an, Cagayan de Oro City. Headed by Congressman Rufus Rodriguez, accompanied by his chief-of-staff Atty. Regine Rodriguez, the moment marked yet another step toward fulfilling the promise of quality and accessible education. This project, funded with ₱20 million, is not just about laying cement—it’s about laying the foundation for a brighter future.
Much-needed **DUGANG CLASSROOMS ITUKOD SA CAMAMAN-AN ELEMENTARY SCHOOL** will soon rise, answering the call to address classroom shortages in the city. For Cong. Rufus, this is more than just a priority; it’s a mission. As children look forward to plastered and safe rooms where they can learn without worry, the vision of a better learning environment takes shape before our very eyes.

Collaboration for a Stronger Future

The groundbreaking ceremony itself was a celebration of unity. Camaman-an ES principal Dr. Paul Badon stood proudly with the Department of Public Works and Highways’ 2nd District Engineering Office, led by District Engineer Jan Paulo Lisondra. Alongside them were key community leaders such as Kap. Bodie Galarrita, Kag. Maria Lorna Namoc, Kag. Ernesto Atok, and Comrade Alicia Y. Cables. Their presence symbolized the collective effort in making education a true priority.

Moreover, Cong. Rufus’s vision extends far beyond just constructing new classrooms. Plans to rehabilitate the school gym and improve flood control in the area showcase his holistic approach to development. Step by step, the community is witnessing transformations that will echo for generations—proof that when leaders and citizens work hand in hand, progress is inevitable.

This new school building is more than a structure; it’s a promise fulfilled, a dream realized, and a testament to what can happen when leadership, funding, and community spirit align. Soon, every child walking through the gates of Camaman-an Elementary School will have a safe, inspiring space to learn, grow, and envision a brighter tomorrow.

Weaving Hope Behind Bars: How Medina’s PDLs Turn Trash into Treasures

COURTESY: SAYU/PIA-10/Misamis Oriental

In the heart of **MEDINA, Misamis Oriental**, a remarkable story is unfolding within the walls of the **Bureau of Jail Management and Penology (BJMP) – Medina Municipal Jail**. Here, *persons deprived of liberty (PDLs)* are shaping a brighter future — one thread at a time. By turning discarded sachets and worn-out fabrics into vibrant rugs and handy wallets, they are proving that even in confinement, creativity can flourish and change is possible.

This initiative, brought to life with the support of the local government unit (LGU) of Medina, local tailors, and Lite FM 103.7 DXPU Radyo Medina, shines as a beacon of sustainability and second chances. While the colorful products offer functional beauty to buyers, they also embody a deeper message: transformation is possible, and worth pursuing.

A Celebration of Change

During the National Correctional Consciousness Week (NACOCOW), Medina Mayor Marriane Lloren Chan personally visited the PDLs to inspire and encourage them. Her warm words emphasized equality and compassion, reminding the inmates that care and respect extend beyond boundaries. The visit became more than a formal affair — it was a heartfelt gesture of unity and hope.

Moreover, Mayor Chan’s encouragement resonated deeply. She reminded the PDLs to hold on to faith, envisioning a day when they would walk free as renewed individuals. This moment, filled with sincerity, bridged the gap between the community and those behind bars, showing that support is a vital component of rehabilitation.

Art, Income, and Purpose

Every rug and wallet crafted inside the Medina Municipal Jail tells a powerful story. PDLs like Jay-R, a 29-year-old artisan, find joy and meaning in carefully stitching recycled sachets and fabrics into colorful creations. Their most beloved product — the handmade rug — captures attention with its practical design, durability, and eco-friendly charm.

For these PDLs, the project is far more than a livelihood. It is a lifeline. The income helps support their families, while the act of creating renews their sense of purpose and productivity. Here, recycled materials become agents of change, and every finished product symbolizes resilience, skill, and hope for a brighter tomorrow.

In **MEDINA, Misamis Oriental**, the walls of the BJMP-Medina Municipal Jail no longer only signify confinement. They also shield a small but growing movement of transformation, where discarded materials are reborn as colorful, useful treasures. And behind each stitch lies a promise: that life, no matter where it is lived, holds opportunities for renewal.

On a bright Thursday, October 23, 2025, history unfolded in the world of education within Misamis Oriental. The **MOA SIGNING SA PGMO UG MSU-NAAWAN CAMPUS** was officially *gipahigayon*, marking a significant partnership between the Mindanao State University – Naawan Campus and the provincial government. By being immersed in actual hospital environments, they can apply their academic knowledge to practical situations, thus sharpening both their skills and confidence. This fusion of theory and practice creates a strong foundation, preparing them for their future careers.
A Commitment to Students’ Growth

The gratitude expressed by MSU-Naawan Campus Chancellor Prof. Elnor C. Roa to Governor Juliette Uy was heartfelt. Chancellor Roa emphasized that Governor Uy’s support is not just a political gesture but a sincere investment in the youth. Such commitment paves the way for empowerment, enabling students to reach their dreams while becoming active contributors to positive change in society.

Governor Juliette Uy’s administration has long championed the cause of education. One of her top priorities is ensuring that students have the necessary opportunities to grow—not only academically but also in terms of character and professional readiness. This MOA is a perfect embodiment of that vision, a bridge connecting classroom learning with the realities of public service and health care.

**In Summary:** The **MOA SIGNING SA PGMO UG MSU-NAAWAN CAMPUS** is more than an agreement—it’s a promise to nurture the next generation of professionals. By combining resources, knowledge, and community spirit, this collaboration prepares students to become catalysts for transformation, one hospital visit at a time.
