As Acting Tourism Officer Mark Kenneth Jalapadan noted during a recent press briefing, the core events have been staples of the Higalaay Festival for the past five to ten years. Notable highlights include the Higalaay Grand Launching on August 8 at Rio de Oro Boulevard and the Higalaay Civic-Military Parade and Float Competition on August 27, which has already attracted 136 registered contingents.

Moreover, the festival features major events such as the 60th Miss Cagayan de Oro Pageant on August 23, the Mindanao Fashion Summit from August 21 to 23, and the PyroMusical Competition on August 24. Additionally, the Religious and Fluvial Procession along the Cagayan de Oro River on August 28 will prioritize solemnity this year, foregoing competition to honor the spiritual aspect of the event. Such diverse activities ensure that the festival caters to a wide audience, reflecting the vibrant culture and community spirit of Cagayan de Oro.

Investment in Growth and Recognition

The city government has allocated a budget of ₱20 million for the Higalaay Festival 2025, with expectations for an additional ₱8 million from sponsorships. Sheila Lumbatan, the City Mayor’s Chief of Staff, emphasized the festival's significance as an investment in promoting Cagayan de Oro both locally and internationally. By raising the city’s profile, officials aim to position Cagayan de Oro alongside established festivals such as Kadayawan, Dinagyang, and Sinulog. 

In light of recent statistics indicating a 43% increase in tourist arrivals in 2023 and 2024 compared to just 17% in 2022, it is evident that the festival serves as a crucial platform for tourism development. Jalapadan highlighted the city’s ongoing efforts to optimize and maximize its tourism potential, noting that initial discussions with the Department of Tourism have commenced to enhance the city’s appeal further.
