A United Front in Cagayan de Oro: The Battle for Compliance in Waste Management

SOURCE: PNA

In the bustling urban landscape of Cagayan de Oro City, a pressing environmental crusade is unfolding. The City Local Environment and Natural Resources Office (CLENRO) has taken a definitive stance against poor solid waste management practices. Embarking on a mission to enforce the stringent directives of Republic Act 9003, the Ecological Solid Waste Management Act of 2000, CLENRO is now at the vanguard of environmental compliance, safeguarding the future of the city's natural resources.

Initiating this week, CLENRO chief Armen Cuenca issued a resolute statement as violation notices were dispatched to non-compliant villages. Despite thorough reminders and imposed deadlines, certain barangays remain defiant. This rigid approach underscores the urgency of adherence, echoing the sentiment that ecological mandates are not merely local whims but national imperatives.

Non-compliant villages pose a significant threat to environmental stability. The laxity in waste management disrupts ecosystems and impairs public health. Following the city government's resolve, barangays are reminded of their crucial roles which include segregating garbage and creating materials recovery facilities, with the indispensable support of Local Government Units (LGUs).

Despite the issuance of violation notices to the delinquent villages, some remain unyielding. Such resistance hampers the collective efforts and undermines the city’s commitment to sustainability. As a consequence, entities neglecting their duties will soon confront the penalties of their non-action.

The issuance of ordinance violation receipts (OVRs) serves as a tangible reminder of the legal responsibilities that come with waste management. Cuenca anticipates that the forthcoming enforcement actions will incite a positive environmental reform across all barangays, fostering a culture of compliance and accountability.

Clenro's strategy not only centers on punitive measures but also involves an educational component. The upcoming workshop in collaboration with Nestlé Philippines' "No Time To Waste" program is set to equip stakeholders with essential knowledge and skills to champion waste management initiatives effectively.

The symbiotic partnership between Cagayan de Oro City government and Nestlé Philippines stands as a testament to the power of corporate-social responsibility. This alliance underscores a mutual recognition of the environmental challenges and a shared vision for a greener future. Mayor Rolando Uy has extolled Nestlé for being a "consistent ally" in nurturing both the environment and the well-being of Kagay-anons.

The "No Time To Waste" initiative embraces a proactive approach to environmental stewardship. This program illuminates the path for local and barangay stakeholders, offering transformative workshops that aim to integrate solid waste management protocols into the fabric of community lifestyle.

Adding to the efforts, a coastal cleanup scheduled for Feb. 2, 2024, signifies a grand step towards the restoration and preservation of natural habitats. The CLENRO file photo from a recent cleanup activity serves as an inspiring snapshot of communal environmental advocacy in action.

Public response to these endeavors will greatly influence the outcome of CLENRO's campaign. The engagement of residents in environmental practices is vital for creating lasting changes that go beyond compliance and blossom into environmental stewardship.

With Cagle de Oro City's escalating ecological crusade, the forthcoming days are pivotal. As violation notices transform into a call for environmental awakening, the fusion of policy, education, and collaboration presents a powerful mechanism for sustainable transformation across the city's vibrant landscape.

The path to sustainable waste management in Cagayan de Oro City is a collective endeavour requiring unwavering commitment from all stakeholders. Through the issuance of violation receipts, the partnership for educational workshops, and the anticipation of collaborative coastal cleanups, the city embarks on a critical journey towards a cleaner and greener future. It is a definitive call to action for every resident to play a part in preserving the precious tapestry of our environment.
