A Riveting Chronicle of the Rio de Oro Boulevard: The Looming Final Inspection and the Road to Perfection

The tale of the Rio de Oro Boulevard, a 2.5 kilometer marvel of civil engineering, commences with a vision. A vision to construct a structure that would serve as a testament to the brilliance and resilience of Cagayan de Oro City. A final inspection of this magnificent project looms on the horizon, as the city aims to perfect and polish any flaws before its official turnover. 

The Roads and Traffic Administration (RTA) and the Rio de Oro Boulevard management committee stand as the guardians of this project, ensuring that no stone is left unturned in the pursuit of perfection. Led by the vigilant Engr. Nonito Oclarit, this team is relentlessly working to rectify all minor defects and deliver a flawless structure to the city.



The Rio de Oro Boulevard project is not merely about construction. It is about observation, learning, and improvement. A multi-department team has meticulously reviewed the project, identifying areas of improvement and offering recommendations for rectification. These observations range from minor details such as markings for persons with disabilities (PWDs) to broader structural issues.

The project contractor, Toyo Construction Co. Limited, is set to rectify these issues, ensuring that the Boulevard is not just a road, but a symbol of inclusivity and accessibility. 



While the team strives for perfection, there are some defects that cannot be rectified due to limitations in the area. The electric post along Montalvan Street, situated at the boulevard’s sidewalk portion, stands as an example. The Department of Public Works and Highways (DPWH-10) had to make some unavoidable adjustments, illustrating that in the face of challenges, the city is willing to adapt and evolve. 



To ensure that the Boulevard meets the highest standards of quality, a final inspection will be conducted by the DPWH-10's quality assurance unit (QAU). This inspection will serve as the ultimate test, a final examination of the project’s readiness for the city.



Following the final inspection, DPWH-10’s project management office will compile a comprehensive report. This report will serve as the basis for City Hall to issue a certificate of acceptance of the project. This document stands as a symbol of accountability and transparency, ensuring that the project has met the necessary standards and is ready for turnover.



The two-lane, 2.5 kilometer Rio de Oro Boulevard, costing over P700 million, forms part of the national government’s P8.5 billion Flood Risk Management Project (FRIMP) for Cagayan de Oro City. Funded by the Japan International Cooperation Agency (JICA), the project illustrates the power of international cooperation and governmental support.



Opened to the public on May 26, the Rio de Oro Boulevard stands as a symbol of the city’s progress and development. It is more than just a road; it’s a landmark, a testament to the city’s engineering prowess and its commitment to its citizens.



Promoted by Cagayan de Oro City Hall under Mayor Roland ‘Klarex’ Uy’s administration, the Boulevard is being positioned as a tourist and recreation site. It is a testament to the city’s vibrancy and cultural richness, serving as a venue for major events like the city’s annual Higalaay Festival and various Christmas activities.



As the final inspection approaches, the future of the Rio de Oro Boulevard looks promising. It is more than just a structure; it is a symbol of the city's resilience, progress, and commitment to its people. Regardless of the results of the final inspection, the Boulevard will continue to stand tall, serving as a beacon of hope and prosperity.
