When it comes to the recruitment of students by Communist Terrorist Groups (CTGs), the landscape in Cagayan de Oro City is reassuringly positive. MGen. Jose Maria Cuerpo II, the commander of the 4th Infantry Division, has been vocal about the minimal and largely ineffective recruitment efforts of these groups.
