When it comes to celebrating milestones, the 6th year anniversary of the Anti-Red Tape Authority (ARTA) was no ordinary event. And guess who showed up to add some extra flair? None other than Gov. Peter “Sr. Pedro” Unabia! The excitement in the air was palpable as everyone gathered at the ARTA headquarters to mark this significant occasion.

Gov. Unabia’s presence was more than a ceremonial gesture. It was a powerful statement of commitment to the principles outlined in Section 17 of Republic Act No. 11032 on Ease of Doing Business and Efficient Government Service Delivery Act of 2018. He wasn't just there to smile for the cameras; he was there to reinforce the importance of efficient governance and service delivery.

The celebration was led by ARTA Director General Se. Ernesto V. Perez, along with a crew of local officials who all share a common vision. The recognition of Misamis Oriental as one of the provinces actively implementing ARTA guidelines was a highlight of the event. This kudos was not only a nod to the hard work done but also a challenge to keep pushing forward.

Provincial Administrator John Venice Ladaga took the stage during the flag-raising ceremony. He made a compelling call to action, urging for an updated citizens charter and the establishment of Public Assistance Complaints Desk (PACD) in every office within the capitol. His words were a rallying cry for continuous improvement and better public service.

One of the standout promises during the anniversary was the commitment to establishing electronic Business One-Stop Shops (eBOSS). This initiative is a game-changer for local businesses and entrepreneurs. No more endless paperwork and long queues; eBOSS aims to streamline processes and make life easier for everyone involved. It’s a crucial part of Gov. Unabia’s PAGLAUM development agenda, specifically under the letter ‘P’ for participatory governance.

The idea is simple but powerful: make government services more accessible, efficient, and user-friendly. By leveraging technology, Gov. Unabia and his team are setting a new standard for what effective governance should look like in the 21st century.

As the event drew to a close, there was a sense of optimism and shared purpose among all attendees. Gov. Unabia’s participation wasn’t just about celebrating the past six years of ARTA’s accomplishments. It was about looking forward to a future where government services are not just efficient but exemplary.

With leaders like Gov. Unabia and Director General Perez at the helm, the dream of a more responsive and efficient government seems not just possible, but inevitable. Here’s to more years of progress, innovation, and, of course, celebration!

PHIVIDEC-IA & BLGF - The PHIVIDEC Industrial Authority (PHIVIDEC-IA) led by its Administrator/CEO, Atty. Joseph J. Bernedo, rolled out the red carpet for the Bureau of Local Government Finance (BLGF) officers, led by its Acting Deputy Executive Director, Ms. Ma. Pamela P. Quizon. On June 6, 2024, the PHIVIDEC-IA Administration Building in the MCT Complex, Tagoloan, Misamis Oriental, buzzed with anticipation and excitement.
The atmosphere was electric as the two powerhouses came together. PHIVIDEC-IA, known for its strategic industrial initiatives, was the perfect host, ensuring that the BLGF officers felt right at home. The stage was set for a day of fruitful discussions and groundbreaking ideas.

The main agenda for the day? The Provisions of the Proposed Real Property Valuation and Assessment Reform Act. Now, that’s a mouthful, but trust me, it’s a game-changer. Both PHIVIDEC-IA and BLGF brought their A-game to the table, ready to dissect every clause and provision.
Atty. Joseph J. Bernedo kicked things off with a warm welcome, setting the tone for a collaborative and open discussion. Ms. Ma. Pamela P. Quizon and her team were equally enthusiastic, eager to share their insights and listen to PHIVIDEC-IA’s perspectives.

Transitioning from formalities to the heart of the matter, the discussion quickly gained momentum. The Proposed Real Property Valuation and Assessment Reform Act is all about streamlining and modernizing property valuation—a crucial factor for local government finance. Both sides had plenty to say, and the exchange of ideas was nothing short of inspiring.
PHIVIDEC-IA’s innovative approach to industrial development meshed perfectly with BLGF’s vision for efficient local government finance. It was like watching a well-choreographed dance, with each step building on the last. By the end of the meeting, it was clear that both parties were on the same page, ready to push for reforms that would benefit everyone.

So, what’s next for PHIVIDEC-IA and BLGF? The visit and meeting on June 6, 2024, were just the beginning. Both teams are now more aligned than ever, with a shared commitment to improving real property valuation and assessment.

In the coming months, expect to see more collaborative efforts and joint initiatives. PHIVIDEC-IA and BLGF are not just talking the talk—they’re walking the walk. Together, they’re poised to drive significant changes that will enhance local government finance and boost industrial development in Misamis Oriental and beyond.

Stay tuned, folks! This dynamic duo is just getting started.

Paving the Way: The Nangcaon Road to Prosperity

COURTESY: DTI Misamis Oriental

Hey folks! There’s some exciting news coming out of Nangcaon, and it’s about to make a big difference for our local farmers! On an otherwise ordinary day, the air buzzed with excitement as the **Groundbreaking Ceremony Improvement of Nangcaon Farm-to-Market Road** kicked off. This isn’t just any road improvement project—this is a life-changer for our community.
So, what’s the big deal? The RAPID Growth Project, an initiative by the Department of Trade and Industry (DTI) for the Eastern Visayas and Mindanao regions, is the mastermind behind this transformation. Supported by the International Fund for Agricultural Development (IFAD), RAPID aims to boost the income levels of small farmers and unemployed rural men and women. The project focuses on enhancing selected agri-based value chains, including our beloved coffee. And now, this ambitious project has been extended to 2027 from its initial timeline of 2018-2025. Talk about staying power!

Now, let’s dive into the nitty-gritty. The FMI component of the RAPID Growth Project is all about creating efficient market access for farmers. Imagine being able to transport your fresh produce without the hassle of bumpy, muddy roads! This is where the 1.2-kilometer **Nangcaon Farm-to-Market Road (FMR)** comes into play. It’s the third of five approved FMIs in the region and, trust me, it's going to change the game for over 50 coffee farmers from the Nangcaon Tribal Farmers Association, not to mention more than 400 other farmers in the barangay who produce various commodities.
With a hefty price tag of Php30.2 million, this FMI project is expected to be completed within 165 calendar days, starting in early August this year. Blink, and you might miss it!

But what does this mean for our coffee farmers? Oh, it’s big. For starters, the improved road will make it so much easier for them to get their coffee beans to market. No more endless delays or spoiled produce. The RAPID Growth Project is all about increasing income levels, and by making market access more efficient, we’re looking at higher profits and better living standards for our farmers.

The Nangcaon Tribal Farmers Association, in particular, stands to benefit immensely. Over 50 coffee farmers will now have a more direct route to bring their products to market. Plus, with the extension of the RAPID Growth Project to 2027, there’s plenty of time to make the most of these new opportunities.

But hey, it’s not just coffee that’s getting the spotlight. Over 400 other farmers in the barangay who produce a variety of commodities will also reap the benefits of this improved infrastructure. Whether it’s fruits, vegetables, or other agri-products, the new road will be a lifeline for everyone involved.

The FMI project is more than just a road—it’s a symbol of hope and progress. It’s a testament to what can be achieved when communities come together with the support of initiatives like RAPID and IFAD. This road will pave the way (pun intended) for better market access, increased incomes, and ultimately, a brighter future for all the farmers in Nangcaon.

So, what’s next on the agenda? With the groundbreaking ceremony marking the official start, construction is already underway. The goal is to have everything wrapped up within 165 days, but let’s keep our fingers crossed for smooth sailing all the way.

In the meantime, let’s celebrate this milestone and look forward to the positive changes it will bring. The **Groundbreaking Ceremony Improvement of Nangcaon Farm-to-Market Road** is more than just a construction project—it’s a beacon of hope, resilience, and progress for our farming community.

So, here’s to smoother roads, better market access, and a brighter future for our small farmers. Cheers, Nangcaon! Let’s keep paving the way to prosperity!
