All Aboard! DOTR Invites Consulting Services for Cagayan de Oro Public Transport Pre-Investment Study

Guess what? The Department of Transportation (DOTr) is rolling out the red carpet for consulting services to bid on the Metro Cagayan de Oro Public Transport Pre-Investment Study. And it’s not just any gig; the consulting services come with an approved contract budget of a whopping P61,232,946! This is all thanks to the FY 2024 General Appropriations Act (GAA). So, if you’re a consulting firm looking to make waves, now’s your chance to dive in!


It can be remembered that last February 2023, the Public-Private Partnership Center Project Development and Monitoring Facility (PDMF) Committee of the DOTr approved the request of Cong. Rufus Rodriguez for P100 million to fund the feasibility study of the Mindanao Railway System (Phase 3) - Northern Mindanao Railway (Villanueva-Cagayan de Oro-Laguindingan Airport) Project. This was a monumental move, setting the stage for more ambitious transport initiatives in the region.

Fast forward to July 2022, DOTR Sec. Jimmy Bautista gave the green light to Cong. Rufus’ request for a P60M fund to kickstart the Elevated Skyway/Mass Transit system for CdeO. Talk about forward-thinking!



Deloitte Corp has been tasked to prepare the Feasibility Study, and they’re on track to complete it by July 30 this year. The study is pivotal; it will determine the alignment of railways, including the Light Rail/Elevated Railway from Bugo to Iponan and from Paseo Rotonda to Macalaban Port, passing through A. Velez St. to Pacana St., to Puntod, and then Macabalan.

This isn't just about laying down tracks. The feasibility study will map out the number of stations to be established and identify the various services necessary to ensure the future railway system is safe, reliable, and, of course, comfortable. We’re talking about a transit system that will revolutionize how people move around the city.


All interested bidders for this Metro CdeO Mass Transit/Elevated Skyway project have until 10:00 am on June 24, 2024, Monday, to submit all required documents. Yes, you heard that right. Mark your calendars and set your alarms because this is a golden opportunity you don’t want to miss.

The Transport Master Plan of Cagayan de Oro City includes tracks and stations proposed for the Cagayan de Oro Light Rail Transit (LRT) System. However, this is pending the feasibility study of the DOTr. So, if you’ve got the chops to take on this massive project, now is the time to step up!
