Enhancing Maternal Care in Misamis Occidental

In a significant stride towards improving maternal and newborn health, the Department of the Interior and Local Government (DILG), in collaboration with the Municipality of Sinacaban, recently inaugurated a state-of-the-art maternal care facility at the Rural Health Unit and Birthing Home located in Poblacion, Sinacaban. This initiative, which showcases the commitment of the local government to enhance healthcare services, has been funded under the Seal of Good Local Governance Incentive Fund (SGLGIF).

The newly established facility boasts an array of essential medicines, medical equipment, and instruments tailored to meet the needs of mothers and their children. By establishing a licensed and Maternal Care Package (MCP)-certified birthing center, the government aims to directly serve the community, ensuring that maternal and newborn health services are accessible to all, especially in remote areas of the municipality. This facility is not merely a structure; it represents hope and a promise of better health outcomes for mothers and their newborns.

Community Collaboration and Support

During the turnover ceremony, Mayor Dello T. Lood expressed profound gratitude to the DILG for their unwavering support and partnership. He emphasized that the success of this initiative relied heavily on cooperation among local officials, health workers, and the community. "Dili ni mahimong possible kung wala mo. Dili ni tungod nako, dili ni tungod ni vice mayor. But tungod ni sa atong pagtambayayong," he remarked, highlighting the collaborative spirit that fueled this project.

Moreover, Dr. Dan Crispolo O. Tuazon, the Doctor to the Barrios and Municipal Health Officer of Sinacaban, reinforced the importance of modern facilities and services in safeguarding maternal and newborn health. His remarks resonated with local officials and health workers, who welcomed the project with enthusiasm. They recognized the vital role that the new facility would play in enhancing access to maternal services, particularly for residents in the more remote barangays.

The inauguration of the maternal care facility marks a pivotal moment for Sinacaban and its residents. It not only signifies improved healthcare access but also underscores the power of community collaboration in achieving significant health outcomes. As the facility begins to serve its purpose, it stands as a testament to what can be achieved when local governments and communities unite for a common cause.

Breaking New Ground: Celebrating the Davao City Bypass Construction Project Milestone

A Landmark Achievement in Philippine Infrastructure

On Friday, August 29, 2025, a significant milestone in Philippine infrastructure was achieved as the Department of Public Works and Highways (DPWH) held a ceremonial breakthrough for the Southbound Tunnel of the Davao City Bypass Construction Project (DCBCP). This event marked the successful connection of the project's north and south ends, symbolizing a major step toward enhanced regional connectivity and national development. With the completion of the 2.3-kilometer tunnel, which serves as a centerpiece of Contract Package 1-1, the DCBCP is poised to become the first long-distance mountain road tunnel in the Philippines.

The ceremonial event took place at the South Portal in Brgy. Waan, Davao City, attended by key officials from both the Philippine and Japanese governments, stakeholders, and project partners. Senior Undersecretary Emil K. Sadain led the ceremony, delivering a message from DPWH Secretary Manuel M. Bonoan. He emphasized that this achievement aligns with President Ferdinand R. Marcos Jr.'s vision for a more connected and inclusive Philippines. The unwavering support from the Government of Japan, particularly through the Japan International Cooperation Agency (JICA), has been instrumental in reaching this remarkable milestone.

Building a Stronger Future

The Davao City Bypass Construction Project is a testament to the commitment of the Philippine government to "Build Better More." As Senior Undersecretary Sadain remarked during the ceremony, the construction of the country's first long-distance twin-tube mountain road tunnel showcases advanced technologies and reinforces the strong ties between the Philippines and Japan. The project not only aims to improve traffic flow and regional connectivity but also seeks to foster economic growth and development across Mindanao.

As of now, the Davao City Bypass, spanning 45.5 kilometers, has achieved over 61% completion. The project involves multiple contract packages, with various components including four-lane highways, river-crossing bridges, and access roads. Despite challenges such as shifting weather patterns and complex geotechnical conditions, the DPWH remains steadfast in its commitment to completing the project by 2028. This ambitious infrastructure initiative represents a shared vision for a resilient and inclusive "Bagong Pilipinas," ultimately benefiting all Filipinos.

The recent breakthrough of the Southbound Tunnel signifies more than just a construction achievement; it embodies hope for a brighter, more interconnected future for the Davao region and the entire country. As work progresses, the Davao City Bypass Construction Project stands as a beacon of collaboration, resilience, and progress, paving the way for the Philippines' transformational journey toward sustainable national development.
