Celebrating Northern Mindanao's Top Mayors: A Look at Excellence in Local Governance

When we think about the pillars of our communities, the mayors often come to mind as the driving force behind our towns and cities’ growth and well-being. Recently, the RPMD Foundation Inc. (RPMD) conducted an independent and non-commissioned "Boses ng Bayan" job performance survey, which offered a detailed evaluation of City Mayors in the Northern Mindanao Region. The results? Insightful and inspiring, highlighting leaders who have gone above and beyond in their roles. Among these leaders, Mayor Azucena Huervas of Valencia City stood out as one of Northern Mindanao's best-performing mayors. Congratulations, Mayor Huervas!



The RPMD's "Boses ng Bayan" survey is no ordinary evaluation. Conducted with a sample of 10,000 respondents, the survey boasts a 95% confidence level and a margin of error of +/-1%, ensuring the results are both reliable and significant. Dr. Paul Martinez, a Global Affairs Analyst and Executive Director of RPMD, explained the comprehensive methodology behind the survey, which considers vital indicators such as Public Service Efficiency, Transparency and Accountability, Community Engagement, Infrastructure Development, and Environmental Sustainability.

In addition to these, the survey also evaluates Health and Safety protocols, advancements in Education and Youth Programs, economic development initiatives, and the promotion of Cultural and Recreational Programs. These criteria offer a well-rounded assessment of each Mayor's performance and the general satisfaction of their constituents, making the results a true reflection of public sentiment.



Among the top performers in this survey were Mayor Frederick Siao of Iligan City and Mayor Indy Oaminal Jr. of Ozamis City, who achieved ratings of 89.7% and 89.5%, respectively, and were statistically tied for the top position. Their leadership in their cities has set a benchmark for others to follow, showcasing the importance of dedicated service and innovative governance.

Following closely were Mayor Lemuel Acosta of Oroquieta City with an 87.3% rating and Mayor Warren Pabillaran of Malaybalay City with an 85.6% rating. These leaders have demonstrated exceptional skills in managing their cities, focusing on both immediate needs and long-term development. Their high ratings are a testament to their effective governance and the trust they have earned from their constituents.



One of the standout leaders in this survey was Mayor Azucena Huervas of Valencia City, who received a 78.2% rating, placing her sixth among Northern Mindanao's mayors. Mayor Huervas' leadership has been characterized by a strong commitment to community engagement and public service efficiency, making her a beloved figure in her city.

Mayor Huervas' approach to governance emphasizes transparency and accountability, ensuring that her administration's actions are always in the best interest of her constituents.
